Torah scholars increase the peace. It's a profound truth that the predominantly secular Israeli government ( and other non-religious Jewish critics ) do not acknowledge, because, if they did they would feel compelled to spend the time and effort to do their religious duty. And. They will feel profound guilt for the time that was spent on superficial nonsense.
So, they deny the greatest tool in the toolbox, and interrupt the important work of the bochurim.

On the other hand I've seen too many parading as Torah scholars while screaming, spitting, and throwing objects at women who dared to participate in a prayer service at the Western Wall. They are a degenerate threat to peace.

The news story said that they are not drafting scholars they are drafting the ultra orthodox. If the ultra orthodox are at all like Christian fundamentalists they are the opposite of scholars.
One skill that a scholar needs is the ability to have an open mind and be willing to admit that he may be wrong. I cannot see those young men admitting that they might be wrong.
