Jesus replied,
“Blessed are you, Simon son of Jonah! For this was not revealed to you by flesh and blood, but by My Father in heaven. 18And I tell you that you are Peter, and on this rock I will build My church, and the gates of Hades will not prevail against it. 19I will give you the keys of the kingdom of heaven. Whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.”
The term "rock" relative to the Old Testament scriptures was God the Father as the "rock" not humans. Jesus is saying here that the rock or God the Father revealed his identity and he would build his kingdom on this foundation. After Jesus left the "rock" or God the Father is what bears witness to the identity of his Son in the hearts of spirit born believers.
