Does that mean the UK will lift its lockdowns? People no longer will be required to wear masks?

Not for a long while.
However the death rate and hospital admissions should fall to very low levels by the end of next year.
Some people will take greater precautions than others, even when things have calmed down.
Which is no bad thing, as it will reduce the spread of all infectious disease. and unnecessary deaths.

The reason I asked is whats the point if things don't change back to pre covid times? A vaccine was at least intended to lift the lockdowns.

Sounds as if it's more of a bandaid rather than a cure.

Flu jabs are needed every year. No cure for the common cold. Same large family of virus.
