I think it's a great idea! Some people love the dark side of Disney (me included) and seems like it would fun. Plus, it could ve a great way to explore the complexities of these characters.
I went to Disney World a few times as a kid. But after a time, it just didn't hold much of a fascination for me. They didn't have Villains Land when I went there.
They did (and still do) have Pirates of the Caribbean, and they're kind of like villains. And the Haunted Mansion. I don't think they have the Country Bear Jamboree anymore, but we know how villainous that was.
I think they also may have taken out Mr. Toad's Wild Ride, but I'm not sure about that.
I thought Disney villains were kind of cliche. Not like the truly diabolical villains like Simon Bar Sinister. Now there was a villain.
