Was the "Vote The Bible" Slogan a veiled political trick by the Bush, Jr. White House to get Christians to vote for Bush, Jr. vs Catholic John Kerry?

If the Christian Churches had said openly "Vote For Bush, Jr." their tax-exempt status would be yanked so the Bush, Jr. White House had to use the above veiled Machiavelli political trick to get Christians to vote for Bush, Jr.?
