Seems it could be that way. Create the problem, be the solution to the problem, and be seen as the good and right of the world. While the ordinary people are the ones that experience all of the effects, and never them.
On a side note, when you say country I would hope that you mean those running the ship and not lumping all of the regular folks with them since many are opposed to such and not oblige by the country pride and false freedom narrative.

Modern humans date from at least 30,000 years ago, the renaissance is considered the beginning of modern history by some the industrial revolution is another marker, the technological age is yet another.
But if we are considering the industrial revolution as the staring line then probably its still america, they have been very busy taking land from others and imposing their will on those not fortunate enough to be American.

So America think they can be world police with their military, and "fix" all other countries to be like them?
That appears to be the plan.
I'd rather they didn't, but it's just too darn popular an agenda.
"Since WW2 ended"? Well, that makes it awfully convenient, doesn't it? WW2 either caused or created the conditions for all subsequent wars. So, the nations which started WW2 are the ones responsible for all these wars. Since that's not America, then America is off the hook.
