It says in Romans 14:9 that jesus had to die and live again. To be the lord of the dead and living. Why did he have to die in the first place? Why wasn't he lord of the dead and living before he was crucified?

From their insight on the scriptures book: "
Since Jesus has the keys of death and Hades (Revelation 1:17-18), he is in position to release mankind from the common grave (John 5:28-29) and from the death inherited from Adam. (Romans 5:12, Romans 5:18) He is therefore also the ‘Lord over the dead,’ including King David, one of his earthly ancestors. Acts of the apostles 2:34-36; Romans 14:9."

Additionally, Jesus is the one given authority to raise the dead (release from death), thus release those in Hades (the grave).
The resurrection will be a glorious time, when dead loved ones return, and are reunited with living loved ones. We look forward to Appreciating the Benefits of Kingdom Rule
