Have you read the whole of Ephesians 1, and 2?
First, a little background...
The nation of Israel were chosen, on account of the promise made to Abraham. - Exodus 19:3-6
The promise : Genesis 22:18 And by means of your offspring all nations of the earth will obtain a blessing for themselves because you have listened to my voice.’”
Recall Jesus said, he came to gather the lost sheep of Israel? - Matthew 15:24; 10:5-7
When the nation rejected Christ, he abandoned them... as a nation. - Matthew 23
Individual Jews who repented could be saved.
However, attention was turned to the Gentiles, to gather individuals from there who accepted Christ. - Acts 10:44-11:1; 15:13-18
So now, both Jews and Gentiles who accept Christ, make up Israel (now a spiritual nation) - Romans 9:6, 27-33; 1 Peter 2:9, 10
So when reading the Greek scriptures, remember that all the letters being written to the congregations, are being written to the spiritual nation of Israel - that is, men and women of both Jews and Gentiles who accept Christ. These are all born again, or anointed Christians, whose
"citizenship exists in the heavens" - They will go to heaven, once they remain faithful. John 14:1-4; 2 Corinthians 5:1-5; Philippians 3:20, 21

Ephesians 1:8-12
8 This undeserved kindness he caused to abound toward us in all wisdom and understanding 9 by making known to us the sacred secret of his will. It is according to his good pleasure that he himself purposed 10 for an administration at the full limit of the appointed times, to gather all things together in the Christ, the things in the heavens and the things on the earth. Yes, in him 11 with whom we are in union and were assigned as heirs, having been foreordained according to the purpose of the one who accomplishes all things as he decides according to his will, 12 so that we who have been first to hope in the Christ should serve for the praise of his glory.
Ephesians 2:4-7
4 But God, being rich in mercy, because of his great love with which he loved us, 5 made us alive together with the Christ, even when we were dead in trespasses — by undeserved kindness you have been saved. 6 Moreover, he raised us up together and seated us together in the heavenly places in union with Christ Jesus, 7 so that in the coming systems of things he might demonstrate the surpassing riches of his undeserved kindness in his graciousness toward us in union with Christ Jesus.
Notice, in Chapter 1, God's will is
to gather all things together in the Christ, the things in the heavens and the things on the earth. Compare Matthew 6:9, 10
In Chapter 2, concerning those in the congregation it is said,
he raised us up together and seated us together in the heavenly places in union with Christ Jesus. Compare Romans 8:17
Think of this illustration.
A large family can be made up of Father, Mother, Sister, Brother, Uncle, Aunt, Grand parents, and Grand Children, but who usually lives in the house as a family? Father, Mother, and Children... but the others outside the home are still family.
In God's household, in heaven, there are spirit beings. but he also started an earthly family - first with Adam and Eve, but they fell, and thus God's earthly family was lost.
Through Christ God set about restoring his earthly family. Genesis 22:18, which required certain steps.

Ephesians 3:14, 15
14 For this reason I bend my knees to the Father, 15 to whom every family in heaven and on earth owes its name.
Every family in heaven and on earth owes its name to God.
The family in heaven are spirit beings / angels. Later they will have an additional number - 144,000 taken from the earth (those born again / anointed faithful to God). Revelation 14:1-5; 1 Corinthians 15:20-23, 50-57
