Not sure I would call the latest AI an idiot, as I think that term is more applicable to (certain) humans . It is simply evaluating the latest information on the web.

I play around with AI a lot to test its sophistication in higher mathematics. It is getting really good, but does make some real goofs sometimes (less and less frequently though!).

Of course the more honest answer to your question is: we don't know.

While AI 'hallucination" is a thing, ChatGPT does not just make up things. That is not how it works. Love it or hate it (I tend towards the latter, but find it fascinating theoretically) it is impressive technology and is getting better at a scary rate.

You are correct that it does not 'understand' anything. It is essentially a black (correlation) box. It does not 'think.' But the theoretical underpinnings of it is extremely impressive, if one understands the theory. IMHO

I think US military installations should use small ventilation shafts, so that hackers cannot crawl through them like they do in the War Games movie. I'm not an expert though. Also they should not allow rogue AI to dial up high schoolers.
