Yeah, that makes sense. I guess it could be symbolic of the ruling class, with the cops separating them from the ordinary people, who are portrayed as watching their telescreens showing them idyllic scenes, with ballot boxes adjacent, showing the connection between media and the public's voting choices. Then the military surrounds them, pointing weapons at those outside America living in much worse conditions.
It's a reasonably accurate summation of the state of the world.
It’s telling us that corporations rule as a CEO is sitting in his castle surrounded by law enforcement and the justice system while voters are influenced how to vote by the media and how we use our world status to control the rest of the world.
