What is the difference between a fatwa and an executive order?

Fatwa - First Known Use: 1889
Executive Order - First Known Use: 1862

I was told today by a legal junkie and writer on history, that the idea of fatwa was a modern term taken up by some proponents by way of and directly taken from proponents of executive orders in America in the mid-1800s, that in fact it was even more than just a borrowed idea with an agenda, but the executive order proponents shared it with some in Turkey who liked the idea, adopted it as fatwa.

Sort of a comparing religion question, since both the executive order crowd and Islam are forms of a religion.
