Well..based on this picture Batman is wearing tights... so I don't think It qualifies as a hijab.

Sadly, a very solid majority of female characters in superhero films (and many others, for that matter) are dressed in a thoroughly sexualising manner. Leaving us with Zorro and Batman comparisons only.
