It may not be evil in the sense of murder or physical harm, but it's nonetheless a racist mentality to have especially if she plans on being a representative in her town. There is certainly a problem when a political constituent wants to keep a particular area of a particular ethnic demographic.
This clip has been all over the news because it's 2019 where the pendulum on racial talk has swung so far in the other direction since let's say the 1960's. Just hearing such a thing is supposed to make us stunned and outraged.

This woman's mindset is so warped because she lives in the early 1900's and Jim Crow era that even in the second video she doesn't believe her antics were racist.
