Which politicians and political candidates understand secure communications?

Do the people in charge have a clue about how secure communication works today? It seems to me that they cede a lot of power to technicians by not knowing this tiny piece of information.

I am not referring to any person. I think that basic encryption is not understood by most politicians. They think it is simple, and they think that they don't need to be educated about it. They therefore give direct control of the government to technicians. After going through all the trouble to get elected and to understand policy, they then hand over control of their respective polities to the hands of people that they do not know.

I feel like they do that in every area, they have teams of economic advisers, education advisers etc. who tell them the best course of action and handle nearly everything.

This is similar to that but is a direct abdication of control. For example some members of congress have listened to requests for a back door in encrypted services and surveillance of their constituents. They don't seem to grasp that with such tools in place a savvy technician would have nearly perfect control of voter information, to powers of blackmail and to control the vote at the next election. The politicians seem like they prefer not to think about it, as if it were impossible simply because they prefer it to be impossible. They don't want to believe the Homeland Security would blackmail members of congress or that the FBI might try to influence elections. Its crazy.
