Acts 13:23 - Of this man's seed hath God according to his promise raised unto Israel a Saviour, Jesus:

The verse clearly states that God raised unto Israel (not any other nation) a Savior whose name is Jesus. So this means that Jesus was sent only to save the lost sheep of the house of Israel as was confirmed by Jesus himself in Matthew 15:24. Furthermore, it is clear in [Romans 9:4 KJVA] who the promises and covenants pertain to.

Ah, but who are "Israel"? When fleshly Israel treated the savior with contempt and had him executed, even though the Roman Authorities did not find him guilty of any crime worthy of death, Jesus had already condemned them.....

"37 O Jerusalem, Jerusalem, thou that killest the prophets, and stonest them which are sent unto thee, how often would I have gathered thy children together, even as a hen gathereth her chickens under her wings, and ye would not!

38 Behold, your house is left unto you desolate.

39 For I say unto you, Ye shall not see me henceforth, till ye shall say, Blessed is he that cometh in the name of the Lord." (KJV)

As a nation, fleshly Israel still refuses to acknowledge Jesus as "the the one who came in the name of the Lord" (YHWH)

John the Baptist was one who called the Jewish leaders out for their assumption that being 'sons of Abraham' meant that God would not hold them to account for their constant failures to keep their covenant with him.

Matthew 3:7-10...
"7 But when he saw many of the Pharisees and Sadducees come to his baptism, he said unto them, O generation of vipers, who hath warned you to flee from the wrath to come?

8 Bring forth therefore fruits meet for repentance:

9 And think not to say within yourselves, We have Abraham to our father: for I say unto you, that God is able of these stones to raise up children unto Abraham.

10 And now also the axe is laid unto the root of the trees: therefore every tree which bringeth not forth good fruit is hewn down, and cast into the fire." (KJV)

Being 'sons of Abraham' counts for nothing if you break God's Law or teach things that are contrary to God's commands. The axe was already lying at the root of those worthless 'trees'.

Paul said at Romans 2:28-29...
"28 For he is not a Jew, which is one outwardly; neither is that circumcision, which is outward in the flesh:

29 But he is a Jew, which is one inwardly; and circumcision is that of the heart, in the spirit, and not in the letter; whose praise is not of men, but of God."

Paul also identified "the Israel of God" (Galatians 6:16) as members of the Christian congregation...made up of both Jews and Gentiles.

Individual Jews who accept Christ as Messiah as did those who followed Jesus, can become part of 'spiritual' Israel. The fleshly nation lost their place because they were serial covenant breakers. They were the first invited, but they failed to accept that invitation, offering excuses as to why they couldn't attend the feast prepared for them. (Luke 14:16-24)

To understand your selection you have to include all other scriptures.

Here we see (before Acts 13) that God omnipotently saved Gentiles giving a revelation to Peter of the reality.,

Then you have what Jesus said:

John 10:16
And other sheep I have, which are not of this fold: them also I must bring, and they shall hear my voice; and there shall be one fold, and one shepherd. (Also stated in the Old Testament)

Not to detract from the statement of Jesus that He came for the Jews. But when taken into full understanding (since he also ministered to the Gentiles) Paul gave this statement...

Romans 2:9 Tribulation and anguish, upon every soul of man that doeth evil, of the Jew first, and also of the Gentile;

So he was sent to the Jews... first, for to them was entrusted the sciptures. After the resurrection, with a sprinkling of before, it was also to the Gentile

I believe the prophets and Jesus have a lot to say about saving Gentiles.

How true! Salvation was to the Jew first, then to the Gentiles (us). But..... scripture tells us that the Jews didnt accept that. So, the Gentiles are now graphed in. Read Romans 11.

Also these promises go back even to Abraham. And remember, that when we get baptized, we are now in those promises too. (Gal 3).

Paul preached to everyone, but Peter only preached to the Jews at first... Then after his dream, God told him it is ok to go and preach to the Gentiles. So now by faith, along with many other things, we are saved. But what does being saved mean?..... Are we saved into something, out of something, set a part for something to come? Or all three?....... The answer is all three.

Look when it was written. Its not prophesy at all.. Its after the fact to prove Jesus.

Yes, in the beginning Jesus had actually only come for the Jews. He never intended to save the non-Jews; for him the non-Jews were even so derogatory that he called them "dogs" (Matthew 15:24-26)(dogs was then for the jews one of the most disgusting animals). Only when the Jews rejected Jesus, did salvation also come to the non-Jews. So one could say that we non-Jews can be very happy that the Jews rejected Jesus, otherwise we would all have been lost.
Their fall is our salvation.
Look what Paul says:
(Romans 11:11-14 KJV)
I say then, Have they stumbled that they should fall? God forbid: but rather through their fall salvation is come unto the Gentiles, for to provoke them to jealousy.
Now if the fall of them be the riches of the world, and the diminishing of them the riches of the Gentiles; how much more their fulness?
For I speak to you Gentiles, inasmuch as I am the apostle of the Gentiles, I magnify mine office:
If by any means I may provoke to emulation them which are my flesh, and might save some of them.

Does this mean that the Jews are no longer God's people? No. God has never cast out his people, he has only cast out the wicked among his people, but not his people.
Paul says:

I say then, Hath God cast away his people? God forbid. For I also am an Israelite, of the seed of Abraham, of the tribe of Benjamin.
God hath not cast away his people which he foreknew. Wot ye not what the scripture saith of Elias? how he maketh intercession to God against Israel, saying,
Lord, they have killed thy prophets, and digged down thine altars; and I am left alone, and they seek my life.
But what saith the answer of God unto him? I have reserved to myself seven thousand men, who have not bowed the knee to the image of Baal.
Even so then at this present time also there is a remnant according to the election of grace.

So there are among the Jews/Israel a "remnant".These Jews who belong to the "remnant" are called the 144,000 chosen ones.
Revelation 7:4 KJV
And I heard the number of them which were sealed: and there were sealed an hundred and forty and four thousand of all the tribes of the children of Israel.

Just as he chose 7,000 God-fearing Jews in the days of Elias, so he kept 144,000 for the entire time of Israel.
These Jews are the only ones among Israel who will receive eternal life. These 144,000 will also be the only ones who will go to heaven.
The non-Jews who will receive eternal life too will get the earth and will live there forever.

So Matthew said that NOT Jesus. You see the problem? Matthew speaks for Jesus AFTER the crucifixion . Look at when Matthew was written and who wrote it.

Information on Gospel of Matthew
It is the near-universal position of scholarship that the Gospel of Matthew is dependent upon the Gospel of Mark. This position is accepted whether one subscribes to the dominant Two-Source Hypothesis or instead prefers the Farrer-Goulder hypothesis.

It is also the consensus position that the evangelist was not the apostle Matthew. Such an idea is based on the second century statements of Papias and Irenaeus. As quoted by Eusebius in Hist. Eccl. 3.39, Papias states: "Matthew put together the oracles [of the Lord] in the Hebrew language, and each one interpreted them as best he could." In Adv. Haer. 3.1.1, Irenaeus says: "Matthew also issued a written Gospel among the Hebrews in their own dialect while Peter and Paul were preaching at Rome and laying the foundations of the church." We know that Irenaeus had read Papias, and it is most likely that Irenaeus was guided by the statement he found there. That statement in Papias itself is considered to be unfounded because the Gospel of Matthew was written in Greek and relied largely upon Mark, not the author's first-hand experience.

After his resurrection, the resurrected Jesus, the glorified Son of God, through the Apostles, the gospel and salvation was preached to the Gentiles. Paul preach the gospel to non jews and gentiles as Peter et.al preach to all repentant Jews and non-native sojourners of the faith in the nation of Israel(Judah) even to the scattered Jews.

Just as God chose 7,000 God-fearing Jews in the days of Elias, so He kept 144,000 Jews for the first resurrection.
These 144,000 Jews are the only ones among Israel who receive eternal life on the first resurrection of the dead, and they will be raptured to heaven as the firstfruits among the generations of Israel and will not face judgment at all for they are pure.

The other believing Jews and non-Jews, will receive eternal life too, right after judgment day in the second resurrection of the dead and they will inherit the New earth and will live there forever.
