Nah. Well maybe far in the future. Seems like it would be incredibly difficult for a governing body to actually oversee so much on that scale without there being mass sectarianism. So much potential for factionalism, even with the base of power itself. Seems like it would break up easily.

I put no because of the domination part. There may be an elected world leader or a Symbolized world leader (kinda like today's English Monarchy). No one will be world leader through domination.

No, I think the British were closest to it.

I think the Mongol Empire was larger, but I guess it all comes down to what it means to actually control a specific portion. I'm sure many parts of both empires were under control in name only, when in reality it was filled with all sorts of dissident or untaxed people. Not to mention, trying to determine what various forums of client states count would be one hell of a task. British Empire definitely had the most people, but more people existed last century than several centuries ago.

What does it really mean to "rule the world" or to achieve "world domination"?

I am not sure if those ideas have clear meanings to begin with. They seem to be in essence code for "having so much political or military influence as to be capable of neglecting the opposition with no significant consequence".

That is basically an extreme sci-fi concept lent respectability by anthropological eccentricity. Humans love neglecting things and oversimplifying perceptions, because it makes the world seem that much easier to understand and deal with.
