There are many ways to prove the meaning. One is to look at similar verses and interpret it through similar expressions. Another is to see the verse by flow in the chapter and let the first impression take place and not to twist it out of it's place.

Another is to see what hadiths say about it. From my research, all hadiths from Prophet (a) or Ahlulbayt (a) have talked about the verse in a way that implies there is a guide living right now. This is true of Sunni and Shia hadiths of ALL sects including Zaidis.

Inshallah, I will systemically show from other angles to, verses that compliment this theme as well (for example, the verses about witnesses).

Those who refused to believe in you say: "Why has no (miraculous) sign been sent down upon him from his Lord?"15 You are only a warner, and every people has its guide.

“If only a sign could be sent down to him from his Lord.” You ˹O Prophet˺ are only a warner. And every people had a guide.

"Why has a sign not been sent down to him from his Lord?" You are only a warner, and for every people is a guide.

You are simply a warner - every community receives a guiding teacher.

But thou art truly a warner, and to every people a guide.

There is no "had" for sure. I've seen people try "for every people (in the past), there is a guide", but if you read the context and Arabic, it's clear, it's making an argument for the religion of Mohammad (s) and saying in fact, they should search such guidance (in terms of signs in form of miracles) because there is a guide for every people and Mohammad (s) is such a guide but can only warn them to not reject such signs and not force it upon them.

These invisible brackets (past) is just to avoid the clear meaning.

In English, if someone wants to obtuse he can also translate it as:

"You are only a warner and for every people a guide". That is Mohammad (s) is a guide for every people. This is possible to translate by the words, but it would decontextualize the first part which is why not a sign revealed regarding him from God. The response that he can provide such miracles but can't force it and only warn them not to reject it, is the first part "You are only a warner", therefore it would be out of place to say "And you are for every people a guide" after, but rather, to keep in context of what it's saying, it should be "and for every people is a guide" (and you are such a guide).

Some Sunni tafsirs opt for this option, because for every people there is a guide would nullify Sunnism according to some Sunnis. Sufis usually see it to mean every people have a guide. The thing is what both don't see, is that this guide is in terms of being a guide from God who can provide miracles to prove he is a guide and prove the religion of truth.

However all Sunnis hadiths from the Prophet (s) have it that it's "for every people is a guide" meaning.

There are other verses about the subject of signs:

وَقَالُوا لَوْلَا نُزِّلَ عَلَيْهِ آيَةٌ مِنْ رَبِّهِ ۚ قُلْ إِنَّ اللَّهَ قَادِرٌ عَلَىٰ أَنْ يُنَزِّلَ آيَةً وَلَٰكِنَّ أَكْثَرَهُمْ لَا يَعْلَمُونَ | They say, ‘Why has not a sign been sent down to him from his Lord?’ Say, ‘Allah is indeed able to send down a sign,’ but most of them do not know. | Al-An'aam : 37


There is also the spiritual type connecting proof/sign:

وَإِنْ كَانَ كَبُرَ عَلَيْكَ إِعْرَاضُهُمْ فَإِنِ اسْتَطَعْتَ أَنْ تَبْتَغِيَ نَفَقًا فِي الْأَرْضِ أَوْ سُلَّمًا فِي السَّمَاءِ فَتَأْتِيَهُمْ بِآيَةٍ ۚ وَلَوْ شَاءَ اللَّهُ لَجَمَعَهُمْ عَلَى الْهُدَىٰ ۚ فَلَا تَكُونَنَّ مِنَ الْجَاهِلِينَ | And should their aversion be hard on you, find, if you can, a tunnel into the ground, or a ladder into sky, that you may bring them a sign. Had Allah wished, He would have brought them together on guidance. So do not be one of the ignorant. | Al-An'aam : 35

But people were rejecting the miracle type signs:

وَأَقْسَمُوا بِاللَّهِ جَهْدَ أَيْمَانِهِمْ لَئِنْ جَاءَتْهُمْ آيَةٌ لَيُؤْمِنُنَّ بِهَا ۚ قُلْ إِنَّمَا الْآيَاتُ عِنْدَ اللَّهِ ۖ وَمَا يُشْعِرُكُمْ أَنَّهَا إِذَا جَاءَتْ لَا يُؤْمِنُونَ | They swear by Allah with solemn oaths that were a sign to come to them they would surely believe in it. Say, ‘These signs are only with Allah,’ and what will bring home to you that they will not believe even if they came? | Al-An'aam : 109

وَنُقَلِّبُ أَفْئِدَتَهُمْ وَأَبْصَارَهُمْ كَمَا لَمْ يُؤْمِنُوا بِهِ أَوَّلَ مَرَّةٍ وَنَذَرُهُمْ فِي طُغْيَانِهِمْ يَعْمَهُونَ | We transform their hearts and their visions as they did not believe in it the first time, and We leave them bewildered in their rebellion. | Al-An'aam : 110

وَإِنْ يَرَوْا آيَةً يُعْرِضُوا وَيَقُولُوا سِحْرٌ مُسْتَمِرٌّ | If they see a sign, they turn away, and say, ‘An incessant magic!’ | Al-Qamar : 2


And why not spiritual sign:

وَلَوْ فَتَحْنَا عَلَيْهِمْ بَابًا مِنَ السَّمَاءِ فَظَلُّوا فِيهِ يَعْرُجُونَ | Were We to open for them a gate of the sky, so that they could go on ascending through it, | Al-Hijr : 14

لَقَالُوا إِنَّمَا سُكِّرَتْ أَبْصَارُنَا بَلْ نَحْنُ قَوْمٌ مَسْحُورُونَ | they would surely say, ‘Indeed a spell has been cast on our eyes; indeed, we are a bewitched lot.’ | Al-Hijr : 15

Yet Quran shows such guidance exists for the onlookers and continues:

وَلَقَدْ جَعَلْنَا فِي السَّمَاءِ بُرُوجًا وَزَيَّنَّاهَا لِلنَّاظِرِينَ | Certainly We have appointed houses in the sky and adorned them for the onlookers, | Al-Hijr : 16

So the sign is a whole theme in Quran. To quote all verses would be too long.

Something to note, the Surah 13 (the every people guide verse in this Surah) also says:

وَيَقُولُ الَّذِينَ كَفَرُوا لَوْلَا أُنْزِلَ عَلَيْهِ آيَةٌ مِنْ رَبِّهِ ۗ قُلْ إِنَّ اللَّهَ يُضِلُّ مَنْ يَشَاءُ وَيَهْدِي إِلَيْهِ مَنْ أَنَابَ | The faithless say, ‘Why has not some sign been sent down to him from his Lord?’ Say, ‘Indeed Allah leads astray whomever He wishes, and guides to Himself those who turn penitently [to Him] | Ar-Ra'd : 27

This means we should ask God to be shown such signs and it's in his hands.

There also a similar verse of "You are only a warner"

وَقَالُوا لَوْلَا أُنْزِلَ عَلَيْهِ آيَاتٌ مِنْ رَبِّهِ ۖ قُلْ إِنَّمَا الْآيَاتُ عِنْدَ اللَّهِ وَإِنَّمَا أَنَا نَذِيرٌ مُبِينٌ | They say, ‘Why has not some sign been sent down to him from his Lord?’ Say, ‘These signs are only with Allah, and I am only a manifest warner.’ | Al-Ankaboot : 50

Then shows Quran is a sufficient sign and proof:

أَوَلَمْ يَكْفِهِمْ أَنَّا أَنْزَلْنَا عَلَيْكَ الْكِتَابَ يُتْلَىٰ عَلَيْهِمْ ۚ إِنَّ فِي ذَٰلِكَ لَرَحْمَةً وَذِكْرَىٰ لِقَوْمٍ يُؤْمِنُونَ | Does it not suffice them that We have sent down to you the Book which is recited to them? There is indeed in that a mercy and admonition for a people who have faith. | Al-Ankaboot : 51


But this does not mean miracle signs were not shown nor that they are not beneficial. It's that the Quran is sufficient at proving Mohammad (S) and the religion of truth as a sign.

Surah Anbiya also shows, they reject such signs as magic:

لَاهِيَةً قُلُوبُهُمْ ۗ وَأَسَرُّوا النَّجْوَى الَّذِينَ ظَلَمُوا هَلْ هَٰذَا إِلَّا بَشَرٌ مِثْلُكُمْ ۖ أَفَتَأْتُونَ السِّحْرَ وَأَنْتُمْ تُبْصِرُونَ | their hearts set on diversions. The wrongdoers secretly whisper together, [saying], ‘Is this [man] not a human being like yourselves? Will you give in to magic with open eyes?’ | Al-Anbiyaa : 3

They say that after demanding such miracles before:

بَلْ قَالُوا أَضْغَاثُ أَحْلَامٍ بَلِ افْتَرَاهُ بَلْ هُوَ شَاعِرٌ فَلْيَأْتِنَا بِآيَةٍ كَمَا أُرْسِلَ الْأَوَّلُونَ | But they said, ‘[They are] muddled dreams!’ ‘Indeed, he has fabricated it!’ ‘Indeed, he is a poet!’ ‘Let him bring us a sign, like those sent to the former generations.’ | Al-Anbiyaa : 5

God warns:

مَا آمَنَتْ قَبْلَهُمْ مِنْ قَرْيَةٍ أَهْلَكْنَاهَا ۖ أَفَهُمْ يُؤْمِنُونَ | No town that We destroyed before them believed. Will these then have faith [if they are sent signs]? | Al-Anbiyaa : 6

خُلِقَ الْإِنْسَانُ مِنْ عَجَلٍ ۚ سَأُرِيكُمْ آيَاتِي فَلَا تَسْتَعْجِلُونِ | Man is created to be of haste. Soon I will show you My signs. So do not ask Me to hasten. | Al-Anbiyaa : 37

Yet not to hasten but said go ahead and ask the family of the reminder.

وَمَا أَرْسَلْنَا قَبْلَكَ إِلَّا رِجَالًا نُوحِي إِلَيْهِمْ ۖ فَاسْأَلُوا أَهْلَ الذِّكْرِ إِنْ كُنْتُمْ لَا تَعْلَمُونَ | We did not send before you except as men to whom We revealed therefore ask the Family of the Reminder if you do not know. | Al-Anbiyaa : 7

So one way to see the meaning, is to see the emphasis on "signs" in terms of miracles. The Quran also shows in Surah Isra, such signs are only not sent when first (generations) deny them.

وَمَا مَنَعَنَا أَنْ نُرْسِلَ بِالْآيَاتِ إِلَّا أَنْ كَذَّبَ بِهَا الْأَوَّلُونَ ۚ وَآتَيْنَا ثَمُودَ النَّاقَةَ مُبْصِرَةً فَظَلَمُوا بِهَا ۚ وَمَا نُرْسِلُ بِالْآيَاتِ إِلَّا تَخْوِيفًا | Nothing keeps Us from sending signs except that the first ones deny them.And we gave Thamud the she-camel as an eye-opener, but they wronged her. We do not send the signs except to cause fear. | Al-Israa : 59

The following is a Sunni hadith in which is authentic per their standards.

عُثْمَانُ بْنُ أَبِي شَيْبَةَ، حَدَّثَنَا مُطَّلِبُ بْنُ زِيَادٍ، عَنِ السُّدِّيِّ، عَنْ عَبْدِ خَيْرٍ، عَنْ عَلِيٍّ، فِي قَوْلِهِ: {إِنَّمَا أَنْتَ مُنْذِرٌ وَلِكُلِّ قَوْمٍ هَادٍ}، قَالَ: «رَسُولُ اللَّهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ الْمُنْذِرُ، وَالْهَادِ رَجُلٌ مِنْ بَنِي هَاشِمٍ»

It has been reported by Abdullah b. Ahmad in Zawaid al-Musnad (1041), al-Tabrani in “Al-Awsat” (1361, 4923, 7780) and “Al-Sagheer” (739), Ibn Abi Hatim in Tafseer (12152) through ‘Uthman b. Abi Shaiba from Muttalib b. Ziyad from Suddi from ‘Abd Khair:

From ‘Ali regarding the statement of Allah ((And for every nation there is a guide)) that he said, “The Messenger of Allah (sallallahu ‘alaihi wa sallam) is the Warner and guide is a man from the clan of Hashim.”

Now Sunnis try to make obtuse meanings of this and say that "a man from the clan of Hashim" is Mohammad (s). But this is being obtuse.

They are denying the clear meaning of both the verse and the hadith, and playing pretend I don't know what both mean sort of scenario.

If Ali (a) meant the Rasool (s) is the guide, he would have just said "is the warner and the guide".

This seems weak per their standards of Rijaal, yet there is no other hadith from Prophet (s) they have explaining this verse:

It has been recorded by Ibn Jareer al-Tabari in Tafseer (16/357), Ibn al-A’arabi in “Mu’jam” (2328), Abu Nu’aim in “Ma’rifat al-Sahabah” (1/87) and Ibn ‘Asakir in Tarikh (42/359) through Hasan b. Husain al-Ansari who is narrating from Ma’adh bin Muslim from ‘Ata bin Saa’ib from Sa’eed bin Jubair from Ibn ‘Abbas that he said:

“When the verse ((Verily you are a warner, and to every nation there is a guide)) was revealed, the Messenger of Allah (sallallahu ‘alaihi wa sallam) put his hand on his chest and said, “I am the warner.” Then he directed his hands towards ‘Ali and said, “You are the guide O ‘Ali, people shall be guided through you after me.”

There is also some dumb meanings that God is the guide for every people. It's silly and takes the words out of their proper place in which it's reference to Mohammad (s) being a guide proven by such signs from God.

15 - حدثنا محمد بن إبراهيم بن إسحاق (رحمه الله)، قال: حدثنا أبو أحمد عبد العزيز بن يحيى البصري، قال: حدثنا المغيرة بن محمد، قال: حدثني إبراهيم بن محمد بن عبد الرحمن الازدي سنة ست عشرة ومائتين، قال: حدثنا قيس بن الربيع ومنصور بن أبي الاسود، عن الاعمش، عن المنهال بن عمرو، عن عباد بن عبد الله، قال: قال علي (عليه السلام): ما نزلت من القرآن آية إلا وقد علمت أين نزلت، وفيمن نزلت، وفي أي شئ نزلت، وفي سهل نزلت، أو في جبل نزلت. قيل: فما نزل فيك؟ فقال: لولا أنكم سألتموني ما أخبرتكم، نزلت في هذه الآية: (إنما أنت منذر ولكل قوم هاد) (3)، فرسول الله المنذر، وأنا الهادي إلى ما جاء به (4).

Muhammad b. Ibrahim b. Ishaq (rh) narrated to us. He said: Abu Ahmad `Abd al-`Aziz b. Yahya al-Basri narrated to us. He said: al-Mughira b. Muhammad narrated to us. He said: Ibrahim b. Muhammad b. `Abd al-Rahman al-Azdi narrated to me in the year 216 AH. He said: Qays b. al-Rabi` and Mansur b. Abi’l Aswad narrated to us from al-A`mash from al-Minhal b. `Amr from `Abbad b. `Abdullah. He said: `Ali (as) said: No verse has been revealed from the Quran except that I know where it was revealed, regarding whom it was revealed, regarding what it was revealed, and whether it was revealed on a plain or on a mountain. It was said: What was revealed regarding you? So, he said: Had you not asked me, I would not have informed you. This verse was revealed regarding me: “Surely, you are but a warner, and for every people there is a guide” (13:7) – the Messenger of Allah is the warner, and I am the guide to what he has brought.

A number of our people has narrated from Ahmad ibn Muhammad from al-Husayn ibn Sa‘id from al-Nadr ibn Suwayd and Fudala ibn Ayyub from Musa ibn Bakr from al-Fudayl who has said that he asked Imam abu ‘Abdallah (a.s.) about the meaning of the words of Allah: “For every nation there is a guide.” (13:7) The Imam (a.s.) said that every Imam is the guide in his own time.”

2ـ عَلِيُّ بْنُ إِبْرَاهِيمَ عَنْ أَبِيهِ عَنْ مُحَمَّدِ بْنِ أَبِي عُمَيْرٍ عَنِ ابْنِ أُذَيْنَةَ عَنْ بُرَيْدٍ الْعِجْلِيِّ عَنْ ابي جعفر (عَلَيْهِ السَّلام) فِي قَوْلِ الله عَزَّ وَجَلَّ إِنَّما أَنْتَ مُنْذِرٌ وَلِكُلِّ قَوْمٍ هادٍ فَقَالَ رَسُولُ الله (صَلَّى اللهُ عَلَيْهِ وَآلِه) الْمُنْذِرُ وَلِكُلِّ زَمَانٍ مِنَّا هَادٍ يَهْدِيهِمْ إِلَى مَا جَاءَ بِهِ نَبِيُّ الله (صَلَّى اللهُ عَلَيْهِ وَآلِه) ثُمَّ الْهُدَاةُ مِنْ بَعْدِهِ عَلِيٌّ ثُمَّ الاوْصِيَاءُ وَاحِدٌ بَعْدَ وَاحِدٍ.

2. Ali ibn Ibrahim has narrated from his father from Muhammad Ibn Abi ‘Umayr from ibn ’Udhayna from Buray al-‘Ijli from Ima abu Ja’far (a.s.) who has said the following about the words of Allah. “(Muhammad), you are only a Warner. For every nation there is a guide. (13:7)” The Imam (a.s.) said that at all times there is a guide from us who guides people to the teachings of the Holy Prophet (s.a.) Of the guides who possess Divine authority after the holy Prophet (s.a.) is Amir al-Mu’minin (a.s.) and his successors one after the other.”

3ـ الْحُسَيْنُ بْنُ مُحَمَّدٍ الاشْعَرِيُّ عَنْ مُعَلَّى بْنِ مُحَمَّدٍ عَنْ مُحَمَّدِ بْنِ جُمْهُورٍ عَنْ مُحَمَّدِ بْنِ إِسْمَاعِيلَ عَنْ سَعْدَانَ عَنْ أَبِي بَصِيرٍ قَالَ قُلْتُ لابِي عَبْدِ الله (عَلَيْهِ السَّلام) إِنَّما أَنْتَ مُنْذِرٌ وَلِكُلِّ قَوْمٍ هادٍ فَقَالَ رَسُولُ الله (صَلَّى اللهُ عَلَيْهِ وَآلِه) الْمُنْذِرُ وَعَلِيٌّ الْهَادِي يَا أَبَا مُحَمَّدٍ هَلْ مِنْ هَادٍ الْيَوْمَ قُلْتُ بَلَى جُعِلْتُ فِدَاكَ مَا زَالَ مِنْكُمْ هَادٍ بَعْدَ هَادٍ حَتَّى دُفِعَتْ إِلَيْكَ فَقَالَ رَحِمَكَ الله يَا أَبَا مُحَمَّدٍ لَوْ كَانَتْ إِذَا نَزَلَتْ آيَةٌ عَلَى رَجُلٍ ثُمَّ مَاتَ ذَلِكَ الرَّجُلُ مَاتَتِ الايَةُ مَاتَ الْكِتَابُ وَلَكِنَّهُ حَيٌّ يَجْرِي فِيمَنْ بَقِيَ كَمَا جَرَى فِيمَنْ مَضَى.

3. Al-Husaym ibn Muhammad al-Ash‘ari has narrated from Mu‘alla ibn Muhammad from Muhammad ibn Jumhur from Muhammad ibn ’Isma‘il from Sa‘dan from abu Basir who has said that he asked Imam abu ‘Abdallah (a.s.) about the meaning of the words of Allah. “(Muhammad), you are only a Warner. For every nation there is a guide.” (13:7) The Imam (a.s.) said, “The Holy Prophet is the Warner and Amir al-Mu’minin (a.s.) is the guide. O abu Muhammad, is there a guide today?” I said, “Yes, may Allah take my soul in service for your cause, there has always been a guide from you one after the other until this (noble task) is being carried on by your own self.” The Imam (a.s.) said, “O abu Muhammad, may Allah grand you blessings. Had it been like the coming of guidance to man and then he would die with his death the guidance would also die and the whole book would die, but it lives and it continues with new generations as it has done so with the people in the past.”

4ـ مُحَمَّدُ بْنُ يَحْيَى عَنْ أَحْمَدَ بْنِ مُحَمَّدٍ عَنِ الْحُسَيْنِ بْنِ سَعِيدٍ عَنْ صَفْوَانَ عَنْ مَنْصُورٍ عَنْ عَبْدِ الرَّحِيمِ الْقَصِيرِ عَنْ ابي جعفر (عَلَيْهِ السَّلام) فِي قَوْلِ الله تَبَارَكَ وَتَعَالَى إِنَّما أَنْتَ مُنْذِرٌ وَلِكُلِّ قَوْمٍ هادٍ فَقَالَ رَسُولُ الله (صَلَّى اللهُ عَلَيْهِ وَآلِه) الْمُنْذِرُ وَعَلِيٌّ الْهَادِي أَمَا وَالله مَا ذَهَبَتْ مِنَّا وَمَا زَالَتْ فِينَا إِلَى السَّاعَةِ.

4. Muhammad ibn Yahya has narrated from Ahmad ibn Muhammad from al-Husayn ibn Sa‘id from Safwan from Mansur from ‘Abd al-Rahim al-Qusayr who has said that asked Imam abu Ja’far (a.s.) about the meaning of the words of Allah, “. . For every nation there is a guide. (13:7)” The Imam (a.s.) said, “The Holy Prophet (s.a.) is the Warner and Amir al-Mu’minin (a.s.) is the guide. Let it be known, I swear by Allah, that guidance never departed us, it is with us and will always be with us until the Day of Judgment.”

Nope. It's only saying that Mohamed is a warner and a guide. It really is that simple. Here are the seven translations from corpus.quran.com:

Sahih International: You are only a warner, and for every people is a guide.

Pickthall: Thou art a warner only, and for every folk a guide.

Yusuf Ali: But thou art truly a warner, and to every people a guide.

Shakir: You are only a warner and (there is) a guide for every people.

Muhammad Sarwar: you are only a warner. For every nation there is a guide.

Mohsin Khan: You are only a warner, and to every people there is a guide.

Arberry: Thou art only a warner, and a guide to every people.

There is no "there is" in the Arabic. At least Shakir had the honesty to put it in parentheses. Look at the word-for-word translation, and it's obvious. Mohamed is the only current guide ever mentioned in the Qur'an. To accept others as guides would counter to everything the Qur'an says.

You have no case.

Nope. It's only saying that Mohamed is a warner and a guide. It really is that simple. Here are the seven translations from corpus.quran.com:

Sahih International: You are only a warner, and for every people is a guide.

Pickthall: Thou art a warner only, and for every folk a guide.

Yusuf Ali: But thou art truly a warner, and to every people a guide.

Shakir: You are only a warner and (there is) a guide for every people.

Muhammad Sarwar: you are only a warner. For every nation there is a guide.

Mohsin Khan: You are only a warner, and to every people there is a guide.

Arberry: Thou art only a warner, and a guide to every people.

There is no "there is" in the Arabic. At least Shakir had the honesty to put it in parentheses. Look at the word-for-word translation, and it's obvious. Mohamed is the only current guide ever mentioned in the Qur'an. To accept others as guides would counter to everything the Qur'an says.

You have no case.

Keep in mind how Quran has always emphasized Mohammad (S) can't make deaf hear, etc, and "you are only a warner" means he can just give warning but it will probably not enter their hearts and they won't be guided by it. For example, in Surah Yaseen, it says "You can only warn who he fears the Compassionate by the hidden".

So it would be strange and contradict most of the Quran in that regard if it says "You are only a warner and for every people a guide".

However, "and for every people is a guide", would mean, there is a guide, and while Mohammad (s) is such a guide, he can only warn the disbelievers who demand such signs.

There is also some dumb meanings that God is the guide for every people. It's silly and takes the words out of their proper place in which it's reference to Mohammad (s) being a guide proven by such signs from God.

"And is it not sufficient for them that We revealed to you the Book which is recited to them? Indeed in that is a mercy and reminder for a people who believe." 29:51

"Or lest you say, "If only the Scripture had been revealed to us, we would have been better guided than they." So there has [now] come to you a clear evidence from your Lord and a guidance and mercy. Then who is more unjust than one who denies the verses of Allah and turns away from them? We will recompense those who turn away from Our verses with the worst of punishment for their having turned away." 6:157

I am sorry, but, your idea that the guide must be someone who is alive, clearly is rejected by these verses.

The only thing that needs to be considered, that for every Period there is a Book:

"We did send messengers before thee, and appointed for them wives and children: and it was never the part of a messenger to bring a sign except as Allah permitted (or commanded). For each period is a Book (revealed) Allah doth blot out or confirm what He pleaseth: with Him is the Mother of the Book" 13:38-39

The issue is, the Book has an expiration date. When that date comes, there is no benefit in the Ordinances of the Book:

ذَ ٰلِكَۖ وَمَن یُعَظِّمۡ شَعَـٰۤىِٕرَ ٱللَّهِ فَإِنَّهَا مِن تَقۡوَى ٱلۡقُلُوبِ
لَكُمۡ فِیهَا مَنَـٰفِعُ إِلَىٰۤ أَجَلࣲ مُّسَمࣰّى ثُمَّ مَحِلُّهَاۤ إِلَى ٱلۡبَیۡتِ ٱلۡعَتِیقِ

" Indeed, those who reverence the Rites decreed by GOD demonstrate the righteousness of their hearts. In them are benefits to an Appointed Time, then their place is to the ancient House” 22:33

Once the appointed time comes, there is no benefits, then those Rites are referred to the ancient house. And you know what Ancient House is?
It is the place, where the Revelations had come from, in the first place. Meaning from the Heaven. The verse says, after the Appointed Time, it goes back to heaven, where it had come from. Dont you see, how this is exactly what 70:4 and 32:5 said? Therefore how long was appointed for the Quran? Answer: 1000 years.

We are looking at what the verse is saying. The context is in conjunction with Mohammad only being able to warn such people and with the demand of proof from people already shown enough proof. The context is obviously about Mohammad being such a guide by addressing him as only a Warner.

It’s also in context of miracles being shown and so the guide is one who can perform miracles implying he is a living person who can show live miracles.

The interpretation is also supported by every Hadith about this verse from both Sunni and Shia sources including Zaidi sources.

Aside there’s a whole theme about a witness from every people which gives context for it to mean a living guide as a person.

فَكَيْفَ إِذَا جِئْنَا مِنْ كُلِّ أُمَّةٍ بِشَهِيدٍ وَجِئْنَا بِكَ عَلَىٰ هَٰؤُلَاءِ شَهِيدًا | So how shall it be, when We bring a witness from every nation and We bring you as a witness upon these? | An-Nisaa : 41

This verse says there is a witness from every people and Mohammad (s) is a witness upon his people.

أَفَمَنْ كَانَ عَلَىٰ بَيِّنَةٍ مِنْ رَبِّهِ وَيَتْلُوهُ شَاهِدٌ مِنْهُ وَمِنْ قَبْلِهِ كِتَابُ مُوسَىٰ إِمَامًا وَرَحْمَةً ۚ أُولَٰئِكَ يُؤْمِنُونَ بِهِ ۚ وَمَنْ يَكْفُرْ بِهِ مِنَ الْأَحْزَابِ فَالنَّارُ مَوْعِدُهُ ۚ فَلَا تَكُ فِي مِرْيَةٍ مِنْهُ ۚ إِنَّهُ الْحَقُّ مِنْ رَبِّكَ وَلَٰكِنَّ أَكْثَرَ النَّاسِ لَا يُؤْمِنُونَ | Is he who stands on a manifest proof from his Lord, and whom a witness from him follows? And before him there was the Book of Moses, a guide and mercy. It is they who have faith in it, and whoever defies him from among the factions, the Fire is their tryst. So do not be in doubt about it; it is the truth from your Lord, but most people do not have faith. | Hud : 17

There is a witness from Mohammad (s) and the following verse confirms it's one of those witnesses talked about that testify on the day of judgment:

وَمَنْ أَظْلَمُ مِمَّنِ افْتَرَىٰ عَلَى اللَّهِ كَذِبًا ۚ أُولَٰئِكَ يُعْرَضُونَ عَلَىٰ رَبِّهِمْ وَيَقُولُ الْأَشْهَادُ هَٰؤُلَاءِ الَّذِينَ كَذَبُوا عَلَىٰ رَبِّهِمْ ۚ أَلَا لَعْنَةُ اللَّهِ عَلَى الظَّالِمِينَ | Who is a greater wrongdoer than him who fabricates a lie against Allah? Such shall be presented before their Lord, and the witnesses will say, ‘It is these who lied against their Lord.’ Behold! The curse of Allah is upon the wrongdoers | Hud : 18

Notice that the ending chapter 13 ends with:

وَيَقُولُ الَّذِينَ كَفَرُوا لَسْتَ مُرْسَلًا ۚ قُلْ كَفَىٰ بِاللَّهِ شَهِيدًا بَيْنِي وَبَيْنَكُمْ وَمَنْ عِنْدَهُ عِلْمُ الْكِتَابِ | The faithless say, ‘You have not been sent [by Allah].’ Say, ‘Allah suffices as a witness between me and you, and he who possesses the knowledge of the Book.’ | Ar-Ra'd : 43

The implicit meaning then is the guide is the witness who possesses knowledge of the book.

And it also said who God misguides, has no guide:

أَفَمَنْ هُوَ قَائِمٌ عَلَىٰ كُلِّ نَفْسٍ بِمَا كَسَبَتْ ۗ وَجَعَلُوا لِلَّهِ شُرَكَاءَ قُلْ سَمُّوهُمْ ۚ أَمْ تُنَبِّئُونَهُ بِمَا لَا يَعْلَمُ فِي الْأَرْضِ أَمْ بِظَاهِرٍ مِنَ الْقَوْلِ ۗ بَلْ زُيِّنَ لِلَّذِينَ كَفَرُوا مَكْرُهُمْ وَصُدُّوا عَنِ السَّبِيلِ ۗ وَمَنْ يُضْلِلِ اللَّهُ فَمَا لَهُ مِنْ هَادٍ | Is He who sustains every soul in spite of what it earns [comparable to the idols]? Yet they ascribe partners to Allah! Say, ‘Name them!’ Will you inform Him concerning something He does not know about on the earth, or concerning [what are] mere words? Indeed, to the faithless, their scheming is presented as decorous, and they have been barred from the
way; and whomever Allah leads astray, has no guide. | Ar-Ra'd : 33

What does witnessing mean? Other verses clarify:

يَعْتَذِرُونَ إِلَيْكُمْ إِذَا رَجَعْتُمْ إِلَيْهِمْ ۚ قُلْ لَا تَعْتَذِرُوا لَنْ نُؤْمِنَ لَكُمْ قَدْ نَبَّأَنَا اللَّهُ مِنْ أَخْبَارِكُمْ ۚ وَسَيَرَى اللَّهُ عَمَلَكُمْ وَرَسُولُهُ ثُمَّ تُرَدُّونَ إِلَىٰ عَالِمِ الْغَيْبِ وَالشَّهَادَةِ فَيُنَبِّئُكُمْ بِمَا كُنْتُمْ تَعْمَلُونَ | They will offer you excuses when you return to them. Say, ‘Do not make excuses; we will never believe you. Allah has informed us of your state of affairs. Allah and His Apostle will observe your conduct, then you will be returned to the Knower of the sensible and the Unseen, and He will inform you concerning what you used to do.’ | At-Tawba : 94

وَقُلِ اعْمَلُوا فَسَيَرَى اللَّهُ عَمَلَكُمْ وَرَسُولُهُ وَالْمُؤْمِنُونَ ۖ وَسَتُرَدُّونَ إِلَىٰ عَالِمِ الْغَيْبِ وَالشَّهَادَةِ فَيُنَبِّئُكُمْ بِمَا كُنْتُمْ تَعْمَلُونَ | And say, ‘Go on working: Allah will see your conduct, and His Apostle and the security givers, and you will be returned to the Knower of the sensible and the Unseen, and He will inform you concerning what you used to do. | At-Tawba : 105

I translated it as security givers, because, it's not all believers, but the Imams (a):

حدثنا أبي - رحمه الله - قال: حدثنا سعد بن عبد الله، عن يعقوب يزيد، عن محمد بن أبي عمير، عن أبي المغرا، عن أبي بصير، عن أبي جعفر عليه السلام قال: الهبة جائزة قبضت أولم تقبض، قسمت أولم تقسم، وإنما أراد الناس النحل فأخطؤا والنحل لا تجوز حتى تقبض.

37. My father, may Allah grant him mercy, said: We were told by Muhammed bin Yahya al-‘Attar, from Abu Sa’eed al-Adami, from Hasan bin Ali bin Abi Hamza, from his father, from Abu Baseer, that he said: I said to Abu Abdillah, peace be upon him: Indeed, Abu’l-Khattab used to say: Indeed, for the Messenger of Allah, the deeds of his nation are presented to him every Thursday. Abu Abdillah, peace be upon him, said: It is not as such. Rather, for the Messenger of Allah, the deeds of his nation are presented to him every morning, from their good ones and dissolute ones. Thus, beware, and that is the saying of Allah, Exalted and Glorious is He: «And say: Do, for Allah will see your deed, and so will His Messenger and the security givers» (9:105) He then became silent. Abu Baseer said: He only meant the Imams, peace be upon them.

61. Ahmad has narrated from ‘Abd al-‘Azim from al-Husayn ibn Mayyah from those who informed him has said the following “A man read this verse before abu ‘Abdallah (a.s.) “(Muhammad), tell them, “Act as you wish. God, His Messenger and the security givers will see your deeds. . .” (9:105) The Imam (a.s.) said, “It is not all believers. It refers to the secured ones among them. We are the secured ones.”

4. Ali from has narrated from his father from al-Qasim ibn Muhammad from al-Zayyat from ‘Abdallah ibn Aban al-Zayyat who was well placed in the eyes of al-Rida (a.s.). He has said that he asked al-Rida (a.s.): "Pray for me and my family." He (a.s) replied: "Am I not praying for them? I swear by Allah that your deeds are presented before me every day and night.” He has said that it seemed extremely great to me. He (a.s.) said to me, “Do you not read in the Book of Allah, the Most Majestic and Most Exalted, ‘Act as you wish. God will see your deeds and so will do His Messenger and the security givers. . .’” (9:105) He (a.s.) then said, “I swear by Allah that he (the security giver) is Ali ibn abu Talib (a.s.).”

We were told by Ahmad bin Muhammed bin Saqr al-Sa’igh, that he said: We were told by Isa bin Muhammed al-Alawi, that he said: We were told by Ahmad bin Salam al-Kufi, that he said: We were told by Hasan bin Abdul-Wahid, that he said: We were told by Harith bin Hasan, that he said: We were told by Ahmad bin Isma’il bin Sadaqa, from Abu’l-Jarud, from Abu Ja’far, Muhammed bin Ali al-Baqir, from his father, from his grandfather, peace be upon him, that he said: When this verse was sent down unto the Messenger of Allah, Allah’s blessings be upon him and his Family: «And We have enumerated everything in a Clear Imam» (36:12) Abu Bakr and Umar arose from their sitting places and said: O Messenger of Allah, is it the Tawrat? He said: No. They said: Then is it the Injeel? He said: No. They said: Then is it the Qur’an? He said: No. He said: Then the Commander of the Believers, Ali, peace be upon him, approached and the Messenger of Allah, Allah’s blessings be upon him and his Family, said: It is him. 6 - حدثنا أحمد بن محمد الصائغ العدل، قال: حدثنا عيسى بن محمد العلوي، قال: حدثنا أحمد بن سلام الكوفي، قال: حدثنا الحسين بن عبد الواحد، قال: حدثنا حرب بن الحسن، قال: حدثنا أحمد بن إسماعيل بن صدقة، عن أبي الجارود، عن أبي جعفر محمد بن علي الباقر (عليه السلام)، قال: لما نزلت هذه الآية على رسول الله (صلى الله عليه وآله) (وكل شئ أحصيناه في إمام مبين) (3) قام رجلان من مجلسهما، فقالا: يا رسول الله، هو التوراة؟ قال: لا. قالا: فهو الانجيل؟ قال: لا. قالا فهو القرآن؟ قال: لا. قال: فأقبل أمير المؤمنين علي، فقال رسول الله (صلى الله عليه وآله): هو هذا، إنه الامام الذي أحصى الله تبارك وتعالى فيه علم كل شئ (4).:

Ahmad b. Muhammad the fair goldsmith narrated to us. He said: `Isa b. Muhammad al-`Alawi narrated to us. He said: Ahmad b. Salim al-Kufi narrated to us. He said: al-Husayn b. `Abd al-Wahid narrated to us. He said: Harb b. al-Hasan narrated to us. He said: Ahmad b. Isma`il b. Sadaqa narrated to us from Abi’l Jarud from Abi Ja`far Muhammad b. `Ali al-Baqir (as). He said: When this verse, “And We have recorded everything in a Manifest Imam” (36:12), was revealed to the Messenger of Allah (s), two men stood from their sitting and said: O Messenger of Allah! Is it the Torah? He said: No. They said: Is it the Gospel? He said: No. They said: Is it the Quran? He said: No. Then, Amir al-Mu’minin `Ali came forward; so, the Messenger of Allah (s) said: It is he – he is the Imam in whom Allah has recorded the knowledge of everything.

يَوْمَ نَدْعُو كُلَّ أُنَاسٍ بِإِمَامِهِمْ ۖ فَمَنْ أُوتِيَ كِتَابَهُ بِيَمِينِهِ فَأُولَٰئِكَ يَقْرَءُونَ كِتَابَهُمْ وَلَا يُظْلَمُونَ فَتِيلًا | The day We shall summon every group of people along with their imam, then whoever is given his book in his right hand—they will read it, and they will not be wronged so much as a single date-thread. | Al-Israa : 71

3ـ عَلِيُّ بْنُ مُحَمَّدٍ عَنْ سَهْلِ بْنِ زِيَادٍ عَنْ مُحَمَّدِ بْنِ الْحَسَنِ بْنِ شَمُّونٍ عَنْ عَبْدِ الله بْنِ عَبْدِ الرَّحْمَنِ عَنْ عَبْدِ الله بْنِ الْقَاسِمِ الْبَطَلِ عَنْ عَبْدِ الله بْنِ سِنَانٍ قَالَ قُلْتُ لابِي عَبْدِ الله (عَلَيْهِ السَّلام) يَوْمَ نَدْعُوا كُلَّ أُناسٍ بِإِمامِهِمْ قَالَ إِمَامِهِمُ الَّذِي بَيْنَ أَظْهُرِهِمْ وَهُوَ قَائِمُ أَهْلِ زَمَانِهِ.

3. Ali ibn Muhammad has narrated from Sahl ibn Ziyad from Muhammad ibn al-Hassan ibn Shammun from ‘Abdallah ibn ‘Abd al-Rahman from ‘Abdallah ibn al-Qasim al-Batal from ‘Abdallah ibn Sinan who has said the following. “I asked abu ‘Abdallah (a.s.) about the meaning of , ‘On the day when We will call every nation with her Imam (leader) . .” (17:71) The Imam (a.s.) said, “It refers to the Imam who is with them and he is al-Qa’im of the people of that time.”

2ـ الْحُسَيْنُ بْنُ مُحَمَّدٍ عَنْ مُعَلَّى بْنِ مُحَمَّدٍ عَنْ مُحَمَّدِ بْنِ جُمْهُورٍ عَنْ صَفْوَانَ بْنِ يَحْيَى عَنْ مُحَمَّدِ بْنِ مَرْوَانَ عَنِ الْفُضَيْلِ بْنِ يَسَارٍ قَالَ سَأَلْتُ أَبَا عَبْدِ الله (عَلَيْهِ السَّلام) عَنْ قَوْلِ الله تَبَارَكَ وَتَعَالَى يَوْمَ نَدْعُوا كُلَّ أُناسٍ بِإِمامِهِمْ فَقَالَ يَا فُضَيْلُ اعْرِفْ إِمَامَكَ فَإِنَّكَ إِذَا عَرَفْتَ إِمَامَكَ لَمْ يَضُرَّكَ تَقَدَّمَ هَذَا الامْرُ أَوْ تَأَخَّرَ وَمَنْ عَرَفَ إِمَامَهُ ثُمَّ مَاتَ قَبْلَ أَنْ يَقُومَ صَاحِبُ هَذَا الامْرِ كَانَ بِمَنْزِلَةِ مَنْ كَانَ قَاعِداً فِي عَسْكَرِهِ لا بَلْ بِمَنْزِلَةِ مَنْ قَعَدَ تَحْتَ لِوَائِهِ قَالَ وَقَالَ بَعْضُ أَصْحَابِهِ بِمَنْزِلَةِ مَنِ اسْتُشْهِدَ مَعَ رَسُولِ الله (صَلَّى اللهُ عَلَيْهِ وَآلِه )

2. Al-Husayn ibn Muhammad has narrated from Mu‘alla ibn Muhammad from Muhammad ibn Jumhur from Safwan ibn Yahya from Muhammad ibn Marwan from al-Fudayl ibn Yasar who has said the following. “I asked abu ‘Abdallah (a.s.) about the words of Allah, the Most Holy, the Most High, “On the day when We call every nation with their leaders, Imams. .” (17:71). He said, “O Fudayl find out who your Imam is because when you will find out who your Imam is then whether this matter (the rise of al-Mahdi with Divine Authority) will take place earlier or later will not affect you at all. One who finds out who his Imam is and then dies before the rise of al-Mahdi with Divine Authority he will be just as those who are positioned in his army. In fact, just like those who have placed themselves under his banner.” The narrator has said that certain persons from his companions said, “He will be just like the martyrs in battle supporting the Messenger of Allah. “

1ـ مُحَمَّدُ بْنُ يَحْيَى عَنْ أَحْمَدَ بْنِ مُحَمَّدٍ عَنِ الْحَسَنِ بْنِ مَحْبُوبٍ عَنْ عَبْدِ الله بْنِ غَالِبٍ عَنْ جَابِرٍ عَنْ ابي جعفر (عَلَيْهِ السَّلام) قَالَ قَالَ لَمَّا نَزَلَتْ هَذِهِ الايَةُ يَوْمَ نَدْعُوا كُلَّ أُناسٍ بِإِمامِهِمْ قَالَ الْمُسْلِمُونَ يَا رَسُولَ الله أَ لَسْتَ إِمَامَ النَّاسِ كُلِّهِمْ أَجْمَعِينَ قَالَ فَقَالَ رَسُولُ الله (صَلَّى اللهُ عَلَيْهِ وَآلِه) أَنَا رَسُولُ الله إِلَى النَّاسِ أَجْمَعِينَ وَلَكِنْ سَيَكُونُ مِنْ بَعْدِي أَئِمَّةٌ عَلَى النَّاسِ مِنَ الله مِنْ أَهْلِ بَيْتِي يَقُومُونَ فِي النَّاسِ فَيُكَذَّبُونَ وَيَظْلِمُهُمْ أَئِمَّةُ الْكُفْرِ وَالضَّلالِ وَأَشْيَاعُهُمْ فَمَنْ وَالاهُمْ وَاتَّبَعَهُمْ وَصَدَّقَهُمْ فَهُوَ مِنِّي وَمَعِي وَسَيَلْقَانِي أَلا وَمَنْ ظَلَمَهُمْ وَكَذَّبَهُمْ فَلَيْسَ مِنِّي وَلا مَعِي وَأَنَا مِنْهُ بَرِي‏ءٌ.

1. Muhammad ibn Yahya has narrated from Ahmad ibn Muhammad from al-Hassan ibn Mahbub from ‘Abdallah ibn Ghalib from Jabir from abu Ja‘far (a.s.) who has said the following. “When the following verse of the Holy Quran was revealed, “On the day when We call every nation with their leaders, (Imams) . .” (17:71), people asked the Holy Prophet (s.a.), ‘Are you not the Imam of all the people altogether?’ The Holy Prophet (s.a.) said, “I am the Messenger of Allah to all the people but after me there will the Imams for the people from my family. They will rise among the people but they will be rejected. The leaders of the unbelievers and misguidance and their followers will do injustice to them. Those who support, love, follow and acknowledge their authority they are from me, with me and will meet me. Let it be known that those who would do injustice to the Imams (a.s) and reject them they are not from me and with me. I denounce them and all associations with them.”

17ـ عَلِيُّ بْنُ إِبْرَاهِيمَ عَنْ مُحَمَّدِ بْنِ عِيسَى عَنْ يُونُسَ بْنِ عَبْدِ الرَّحْمَنِ عَنْ حَمَّادٍ عَنْ عَبْدِ الاعْلَى قَالَ سَمِعْتُ أَبَا عَبْدِ الله (عَلَيْهِ السَّلام) يَقُولُ السَّمْعُ وَالطَّاعَةُ أَبْوَابُ الْخَيْرِ السَّامِعُ الْمُطِيعُ لا حُجَّةَ عَلَيْهِ وَالسَّامِعُ الْعَاصِي لا حُجَّةَ لَهُ وَإِمَامُ الْمُسْلِمِينَ تَمَّتْ حُجَّتُهُ وَاحْتِجَاجُهُ يَوْمَ يَلْقَى الله عَزَّ وَجَلَّ ثُمَّ قَالَ يَقُولُ الله تَبَارَكَ وَتَعَالَى يَوْمَ نَدْعُوا كُلَّ أُناسٍ بِإِمامِهِمْ.

17. Ali ibn Ibrahim has narrated fromMuhammad ibn ‘Isa from Yunus ibn ‘Abd al-Rahamn from Hammad from ‘Abd al-A‘la’ who has said that he hear Imam abu ‘Abdalla (a.s.) saying. “Listening and obeying are the gates to goodness. One who listens and is obedient has all the authority in his favor. One who listens but disobeys will have no authority in his favor. The leader, the Imam of the Muslims, on the Day of Judgment, in the presence of Allah, the Most Holy, the Most High, will have complete authoritative support and rightful arguments in his favor.” The Imam (a.s.) then said, “ Allah, the Most Holy, the Most High, says, ‘On the day when We call every nation with their leaders, . (17:71).”
