It can be... Technically monism could be hardcore polytheism, since then you have almost 7 billions gods if you count humans, far more if you include every living organism. An interesting way to justifying polytheism (at least my take on it) is that all things are made up of many things, like a human is made from a countless number of cells, and the Earth is made up of many components; as such, many Gods form the 1 reality in which all things exists in. At least that is how I would justify/interpret polytheism.
