Well, yeah, different branches of the wavefunction can interact with each other, but most of it won't. (And the Hollywoodism! You know dimensions are just terms of the metric!)
And the mechanism of bits of the wavefunction interacting is actually what gives rise to non-basis states in the first place.
A machine like that doesn't work because there's no way for it to alter your universe in that way. (Disregarding the practicality of sustaining a state that complex and messy.)
