What is that even supposed to mean?
Basically it means not allowing the military to prosecute the war to the fullest and no this does not mean the authority to use WMD
Example is persons like the President or one of their appointies try to micro manage the prosecution of the war.

This still reads as overly vague to me.
What policies and methods do you think would have helped in Afghanistan that NATO was not allowed to pursue?

It's pretty much the way nature works.

Not pretty, but a fact of life.

I think its when life springs out of death, the sadness becomes a bit rescinded.
Military conflicts have nothing to do with "nature".
They are the result of human decisionmaking processes and human physical action.

Well for starters do away with the ROE
But in actuallity untill the the majority of average Afghan's do not support the Taliban there isn't much anyone could do.
