I read some Russian comments (with help of google) that said the required fire alarms weren't in order and they were hanging clothes there at a clothes store. That would turn it out to be criminal negligence on part of the owners.

Reckon someone higher up did it? I don't rule anything out in Putin's Russia.

I doubt it, for one there's no motive and second it won't change the political landscape there at all.
