Actually it say's he shall rule with thee. Big difference.

well, your interpretation is that it says 'with' thee.... but the hebrew scriptures do not say 'with'

they literally say 'in' thee. Which, in our language, means 'over' thee and that is why practically every english translation says 'over thee'

Go back and read my opening post.
"Over in ‘rule over’ uses the Hebrew bet, which means ruling ‘with,’ not ruling ‘over.’"

Um, these are all instances where sin ruled over man, show me an instance where it says man will rule over sin.

It is one thing for sin to command man to pick up this rock and throw it at this man, it is something very different for man to command sin to pick up a rock.
Having control/dominion over your desires is called self-control.
Here are just a couple of scriptures relating to that:
2 Peter 1
3 His[c] divine power(F) has given us everything required for life and godliness through the knowledge(G) of Him who called(H) us by[d] His own glory and goodness. 4 By these He has given us very great and precious promises,(I) so that through them you may share in the divine nature,(J) escaping the corruption that is in the world because of evil desires. 5 For this very reason, make every effort to supplement your faith with goodness, goodness with knowledge, 6 knowledge with self-control,(K) self-control with endurance, endurance with godliness, 7 godliness with brotherly affection,(L) and brotherly affection with love. 8 For if these qualities are yours and are increasing, they will keep you from being useless(M) or unfruitful(N) in the knowledge of our Lord Jesus Christ. 9 The person who lacks these things is blind and shortsighted and has forgotten the cleansing from his past sins.

Galatians 5

13 For you were called(L) to be free, brothers; only don’t use this freedom as an opportunity for the flesh, but serve one another through love. 14 For the entire law is fulfilled(M) in one statement: Love your neighbor as yourself.(N)[a] 15 But if you bite and devour(O) one another, watch out, or you will be consumed by one another.

16 I say then, walk by the Spirit(P) and you will not carry out the desire of the flesh. 17 For the flesh desires(Q) what is against the Spirit, and the Spirit desires what is against the flesh; these are opposed to each other, so that you don’t do what you want.(R) 18 But if you are led by the Spirit, you are not under the law.
19 Now the works of the flesh are obvious:[b][c] sexual immorality,(S) moral impurity,(T) promiscuity,(U) 20 idolatry,(V) sorcery,(W) hatreds,(X) strife,(Y) jealousy,(Z) outbursts of anger,(AA) selfish ambitions,(AB) dissensions,(AC) factions,(AD) 21 envy,[d](AE) drunkenness, carousing,(AF) and anything similar. I tell you about these things in advance—as I told you before—that those who practice such things will not inherit the kingdom of God.(AG)
22 But the fruit of the Spirit(AH) is love,(AI) joy,(AJ) peace, patience,(AK) kindness,(AL) goodness, faith,[e] 23 gentleness,(AM) self-control.(AN) Against such things there is no law. 24 Now those who belong to Christ Jesus(AO) have crucified the flesh(AP) with its passions and desires.(AQ) 25 Since we live(AR) by the Spirit, we must also follow the Spirit. 26 We must not become conceited, provoking one another, envying one another.(AS)
I would say that crucifying the flesh with its passions and desires pretty much describes/equates with self-control and ruling over ones desires that lead to sin.
