I use it for some basic editing of scientific figures etc., but not for photos. I cannot judge the word 'properly' in your post, until you spell out what exactly needs to be done.

i have an image that i want to edit, i want to either cut out what i need or change the image size/dimensions to what i want without making the image look weird as it ussualy does when you stretch only 1 direction (left and right being one direction up and down the other direction).

the problem with cutting out what i want is that the colour sort of melts into another colour so to my ability that is imposible.

or the third option is to make the whole image smaller and then to somehow copy that same colour and fill the rest of the background so it all looks the same.

i hope i'm making sense.

this is the image that i am talking about;

AL QURAN by ~juba-paldf on deviantART

i want the book (qur'an) and the light that comes out of it, the orange background doesn't really matter if the mentioned part can just be cut out.

Is the "mentioned" part the small script in the lower left hand corner, the large script in the center, or both?

Are you trying to get the image to fit within one of Deviantart's required aspect ratio`s for printing?

If so you can simply create a complimentary border around your image to fit the ratio.

no i'm making a website of my own and i wnat to make that image fit into the dimensions i want it to, but it became too small (1/3) when i made the Qur'an part small enough to fit in. i'm working on a banner (i think thats what it's called)

a little problem i'm having, the image doesn't properly cut out when i use the magical wand tool either on the background or the image itself? i want to try a few different colours as my background black being one of them?

I did it on the little paint program that came with Windows XP. Took about 10-15 minutes. If you truly want to know how I can give you a step-by-step. Not all that difficult.
