Is it common for them to have as complex of a Tense systems as Sanskrit?

Oh yes indeed! Greek is simplifying a bit, Latin is pretty much frozen in time but are both still pretty rich and complex, as is Russian. All of them have the same middle, active and passive voices; moods (indicative, optative/subjunctive, imperative, infinitive); multiple infinitives; multiple participles and gerundives; and are highly conjugated for person, number, tense in each mood, and aspect that Sanskrit has.
