In particular, this paragraphe:

To our dear friends in Russia. We urge you to spread the truth and stand against violence. The Russian media has falsely implied that this invasion is a defensive action. It is not. All of Ukraine has been attacked. Please encourage your friends and family to seek alternate sources of information.

That sounds like the words of Russian people that aren't living in Russia, but are addressing Russians that DO live in Russia.

Right. The author of the message does not live in Russia, right now.
And they are probably addressing to those who have been cooperating in the making of the website (through texts, dialogues, grammar, etc...).
