Citation needed. That they were chosen by the state legislatures does not necessarily mean that they were to represent the states' governments.
Federalist 62 talks about the senate.


Maybe I should have said the states interest instead of the states government. But it is kind of the same thing since the legislature was to appoint the senators so the state government has a direct say. It also talks about so the small states have a say in matters as well.
