Q1: Thank you for answering. I agree what you say about people acting "bad" being corrected. But if God does not judge. Good question "how to get it done".
God is omniscient, so He is not surprised humans do "bad". And of course He is aware of His Declaration "I love you unconditional". God is also omnipotent, so He might have created such a world in which everything is done according to His Will, without Him needing to judge.
Question: How should these unrepentant cases be handled? [I think you mean to "bad" cases who didn't learn while alive]:
Rule 1 is for God not to judge the person. Sending to hell equals to judging the "person"[his own creation], makes no sense. Teacher does not judge the "person" just the "tests", and giving the person another chance before promoting to the next class. That's sounds fair to me especially coming from God. How God does this, I don't know. I leave what is to God, to God. Speculating what God might do, I have done, didn't work out so well for me. Some use reincarnation, others believe in different classes in different heavens. But it's all speculation.
