Democracy does not require people to be saints. Indeed it won't work if people were saints. It works best when people (including those in power) are mostly looking out for their own interests and has some degree of corruption as well as some amount of conscience and also a desire to be successful. Basically people. Thus I am not in the least bit concerned about the stability of democracy by just knowing that politicians and bureaucrats are often found to be corrupt and selfish etc. Its the saints (like Gandhi) and the demons (like Hitler, Stalin etc.) who have a tendency to undermine democracy if they assume a position of leadership.
