I googled around and the general consensus is that it's either photoshopped or a scene from some porno (apparently "school girls" is a popular genre in Japan).

If I were to wager a guess, I'd say that there were incidents with girls not wearing panties under their short skirts and they were required to pull them down to prove who was and wasn't wearing any. :p

Okay, maybe the photo is used as an fetish object, but it's very unlikely the girls posed, or were posed, with that intent. So if the photo hasn't been retouched the question of "what's going on here" still remains.

Now, if the image was "photo-shopped" to create a fetish image that would be something else. I did enlarge it 3X, 5X and 10X to see if the panties against the the girls' legs looked somehow odd: primarily a disagreement in the colors' values and chromas. There didn't appear to be any. Then there's the variety and natural drape to them. So, if the panties were "photo-shopped" into the image it was one heck of a clean job. However, I suspect that no one would go to that much trouble just to create a fetish picture. Nor do I think people with such a fetish care that much to make the effort worthwhile.

I had somewhat the same thought, but more along the lines that the panties might, in some way, be inappropriate. But I have to strain at conceiving of the rational that lead up to the moment. What possible course of events could lead to six girls in the front row standing with their panties down around their legs?

Yeah, I had just taken a closer look and realized that it is just those 6 in front that obviously have their panties down. Perhaps a punishment? Are they supposed to wear specific pants under their skirts (like cheerleaders do) and they didn't so they had to pull them down to embarrass them or something? Probably not the best of ideas if that was the case and I can imagine some ticked off parents as well.

Thinking about it i have to go with the explanation of something absurd from Japan because even attempting to reason out what is going on in that photo disturbs the hell out of me.
