I've never understood why a school uniform for girls would have such a short skirt in the first place. Unless the people in charge of what the uniforms should look like are dirty old men who like to see young girls in horrifically short skirts. I mean really, look at most of the tops,...long sleeve sweaters or jackets and in layers, and then *poof* ultra short mini skirt. I've never understood the logic behind that.

I seriously doubt those are really uniforms. Unless you verified that every picture was from an actual school, and considering the plethora of schoolgirl fetishism, probably most of the pictures are sexually intended.

The summer uniform usually consists of a short-sleeved shirt ("cutter shirt") and slacks for boys, and a pleated skirt and short-sleeved blouse for girls (often with the traditional sailor suit collar, but not always). It seems the poster and hemline advice is the first time such a public campaign has been made. Many schools in Japan, from elementary through high school, require students to wear uniforms. Hair length and accessories rules are also enforced.
News outlets learned of the Niigata effort, and reporters were sent onto the streets to grab high school girls and measure the distance of their hemlines from their kneecaps.
From the reports, we learned the secret to instantly raising and lowering the hemline, a school principal revealed what was observed by a railway employee at a train station, and the average distance of school skirts from knee-to-hem for major cities in Japan has been determined.
As random skirt-checks continue at the schools, parents have been sent requests to cooperate in the proper attire campaign. Girls oppose the efforts. One high school girl said "Short skirts are cute". A 16-year-old high school student walking in front of Niigata Station said about the campaign, "It can't be helped at the moment. It makes little sense. We wear short skirts because everybody does, rather than because they look cute."

My conclusion is that Japanese uniforms with short skirts are allowed in some schools, and where they're not the girls shorten them when out of school.
But back to the panties down around the girls' legs, I still await a good explanation.
This thread reminds me of one of my favorite episodes in Japanese history. It took place in the late 1800s. The Japanese had recently opened their country to the West (Previously, they had allowed only a handful of Westerners to visit Japan). And once they did, they became quite scared.
They became scared -- and rightfully so -- because they saw that every nation on earth -- with very few exceptions -- was a colony of a Western power. So, they thought they might be next to be colonized, and they feared that.
In order to prevent themselves from being taken over by America, Britain, Russia, or some other Western power, they decided they had to become like Western nations. Rich and powerful. So they sent out scholars to learn everything that could be learned about Western nations.
Some of the scholars came back and said, "The reason the Western nations are so powerful is because Westerners are sexually repressed. Instead of having fun with their wives and mistresses, they take out their sexual energies by building armies and fleets."
The funny thing is, many Japanese believed it! And that led to one of the most hilarious experiments conducted on school children that the world has ever seen.
The Japanese looked around for ways to make themselves just as sexually repressed as the West. They did all sorts of things in an effort to convince the average Japanese citizen that he or she should abhor sex. And the most bizarre of those things was an experiment they conducted on male school children.
They picked out three schools for the experiment. Then one day, the authorities would show up at the schools and have all the boys line up in a long row and drop their pants.
As the boys were standing there, exposed to the world, prostitutes would go down the line of boys with sticks and whack them on their penises.
The Japanese did not explain to the boys why this was being done to them. They just did it. The idea was to make the boys think sex was bad.
After the experiment had been tried a few times, it was quietly discontinued. But it remains one of the most bizarre experiments in education the world has yet seen.
