Well he could just be senile. Like the guy is pretty old
President Biden is getting on in years and, in my opinion, is too old to be President of the United States. To be clear, I feel the same way about Trump and any other politician whose words and actions plainly demonstrate that old age has affected their mind and their ability to be a competent leader.

He was clearly joking with his wife, who almost hit him in the face like 2-3 prior to that. You can see him dodge and weave from her hand before "nibbling" as you call it.
