Sexual arousal is part of the male visual process. Its easy to trigger resulting in an energetic decision process in males. You are suggesting that taboos generate this? All of it? That is difficult to believe. First, you'd have to explain why men are stimulated by porn rather than by grass and trees. Why are men not attracted to...stoves or clouds or darkness?
But what men find arousing is culturally determined. In the Caroline islands (South Pacific) topless women in school or the mall wouldn't raise an eyebrow, but try venturing outside in a short skirt or cut-offs, and people would be texting the police. Naked thighs are strictly verboten.
So just whom do you suspect of establishing this strictness? Because I only see the change as one of fashion and not that of some controlling entity.
"Controlling entities" follow fashion. They pander to the "community standards" of those who sign their paychecks.

Actually, the web page featuring this 2015 map says that the "green states indicate there is some degree of topless freedom.'" Which is why I suspect it can show Colorado green despite the fact that toplessness was outlawed in Fort Collins.
Of course. The ruling referenced by the OP was just a local ordinance. There are lots of local restrictions that aren't reflected by state or federal law, and even where there aren't specific laws against toplessness, you can get hassled by local authorities.

I would suggest that if one doesn't like to see nudity or partial nudity at a beach that they should go to another section of the beach or just look the other way. When we had "Finnfest" in the Marquette area a few years ago, which attracted Finns from all over the world, some swam and sunbathed in the buff, and the police just let it be unless someone complained. As it turned out, no one was arrested or ticketed.

Do you threaten with therapy every man who is attracted by something visual? Society gives us limitations, and then we assimilate them. Society cannot give you your ability to be attracted, only limit it. What you see are two natural processes in balance, one producing desire and another moderating it.

You and I do not live there, so it is interesting that you pick a place like that for your empty example. We already have Europe and the USA to discuss.

That is inaccurate. Culture does not create desire. What men find visually arousing is natural, but culture imposes limitations which we internalize often subliminally.

I'm sure this will anger some - as the article predicts, but I think it's great!
Despite the ruling, I predict that female boobs are still gonna cost most guys a lot more than male boobs. Boobs aren't Free.

If they did, they'd be no different than any other teenage boys or young men in any other area of the world.
