Well does buddhism ever believe that when humans die and there bad, they come back on earth(as this is suffering) instead of hell?

Twilight, not bright nor dark, good nor bad.
That is what hell is to me. It rises and falls same manner as nirvana. Something everyone has experienced. However, I think illuminated masters have dropped away the variation, and traverse the realms unimpeded.

I think that hell is on earth like your veiws as well, we just need to try and be good on this earth and we can get to nirvana eventually!.

Not in general. Buddhism is usually straightforward and direct. Im not under the impression of any type of cosmic scorecard keeping tabs on whos naughty and nice. ;0)

Things just happen by way of cause and effect. Aka karma.

well do you believe buddhist hell is actually rebith on earth?
Well this existence places us in hell realms that varies in intensity. . While I ascribe to rebirth, my view its something that is likely a random result stemming from proper conditions more than anything else.

Samsara is nibbana. Nibanna is beyond concepts. (Untraceablity)

Alagaddupama Sutta: The Water Snake Simile

"And when the devas, together with Indra, the Brahmas, & Pajapati, search for the monk whose mind is thus released, they cannot find that 'The consciousness of the one truly gone (tathagata) [11] is dependent on this.' Why is that? The one truly gone is untraceable even in the here & now. [12]
Nibbana can be experienced in the here and now, in Samsara.

In my opinion, yes definitely on earth whilst living. Why, because there is no where else to go, the realms exist simultaneously. Beings move from one realm to another. Just my view of Theravada.
