It it a respect for humanity and death; an understanding that whatever political differences you had are now over. There is no more fight. That is why it is decency and not 'lack of all tact or consideration'.It seems to me that it involves having more respect towards people after they have died and are therefore unable to benefit from that respect than one had while they were alive.
