On her forehead was written a name, a mystery: “Babylon the Great, the mother of the prostitutes and of the disgusting things of the earth.”
Revelation 17:5​

What is the identity of Babylon the Great?
These features, and references leaves us in no doubt! The Mother Harlot, Babylon the Great can be nothing other than religion. Notably, since she has God's displeasure, she has to be false religion. This is supported by the warning God gives... “Get out of her, my people, if you do not want to share with her in her sins, and if you do not want to receive part of her plagues. For her sins have massed together clear up to heaven, and God has called her acts of injustice to mind. . . (Revelation 18:4-5)

Thus, keeping in consistency with scripture, Babylon the Great represents all religion that is false from God's perspective.
What else can it be, based on scriptural references?

Babylon is a pagan Goddess.

A few things evidently would rule out the Roman Empire.
  1. Babylon the Great commits sexual immorality with the kings of the earth - Revelation 17:2 ...of which the Roman Empire is a part.
  2. Babylon the Great rides these kings and kingdoms - I saw a woman sitting on a scarlet-colored wild beast - Revelation 17:3 ...of which the Roman Empire is a part.
  3. When John wrote Revelation, the Roman Empire was ruling.
Hence, when he said, "one is", he referred to the Roman Empire

The prostitute is not a horn, nor a beast, so she is not categorized as a king, nor governmental system.
In fact, the angel said, “The waters that you saw, where the prostitute is sitting, mean peoples and crowds and nations and tongues. And the ten horns that you saw and the wild beast, these will hate the prostitute and will make her devastated and naked, and they will eat up her flesh and completely burn her with fire. ...And the woman whom you saw means the great city that has a kingdom over the kings of the earth.” (Revelation 17:15-18)

She is signified as a great city, which has authority, over the kings of the earth and the wild beast... which includes the Roman Empire, and she has authority over people internationally.

Perhaps you can explain what generation Jesus was speaking of.

Here is JWs explanation, on "generation" in that verse.
“This Generation” of Christ’s Prophecies. When Bible prophecy speaks of “this generation,” it is necessary to consider the context to determine what generation is meant. This cannot be the Babylonian Empire, which was destroyed much earlier than the end of the 1st century, when John made these records.
Most likely, the evil deeds that were committed in this empire are associated with the name of Babylon.
It also cannot be a state. The text goes on to show that there is a difference between the kings and the figurative Babylon. The last verse of the 17th chapter also says that this figurative "great capital" has an influence on the kings of the earth.
