Child drowns in baptismal pool

So apparently, a one year old child at a church in Indianapolis was dead in a baptismal pool. At first, the story seems innocent enough, probably an accident, until you find out that the church hosts an unlicensed daycare, and have been cited for other problems. Is this a church attempting to circumvent the law, having the idea that they can do as they please simply because they are a church, or is it more innocent that that?

Police suspect the boy wandered off from the daycare in the church. According to police reports, a therapist was supposed to meet with the toddler and when she could not find him, she sought assistance from employees there. The boy was found submerged in about two feet of standing water inside the baptismal pool just prior to 2 p.m.

What I'd like to know is, exactly WHY was a "therapist" meeting with a one year old, and what was expected from that meeting? That's incredibly creepy to me.

Also, at a year old, children aren't really walking yet. So how did a one year old crawl it's way far enough out of it's watchers' sight and all the way to a pool to drown?

I definitely smell a rat.
