Converting to Judaism

I believe that certain Syrian communities don't accept converts. This is not to say that they have refused to accept the concept of converts but that their communities don't convert people. A convert from another community would (I believe) be accepted as Jewish if he moved in.
I heard it's hard to be converted in Israel also. Do you know why that is?

I don't know how it is in America, but from I have a study partner who has a friend that is involved in helping prospective converts here in Israel and he says that most issues are because there is something in the prospective convert that the court can't clarify for one reason or another so they hesitate to convert. (This person finds out those issues and clarifies them on behalf of the convert.)
