The weight of seas would be the same, regardless if there was ice or not. Ice is less dense than water, so it would take up slightly more room, but the weight would be the same.
The general idea is that before the flood there was not as much water on the surface of the planet. Instead much was suspended around the earth since the time of the 2nd Creative Day. This created a greenhouse effect that kept the temperatures around the earth more constant then we find today. Instead of a water cycle that included rain and the possibility of a rainbow, there was a mist that would rise up and water the earth. (Ge 1:6,7; 2:5,6) Perhaps the lack of rain in living memory contributed to the lack of faith in Noah's contemporaries when he preached about what would happen. (2 Peter 2:5)
