Seems to me the key is in what he said next. Note the part in bold:

“I really worry that somebody is going to be killed, and that those who are ratcheting up the conversation ... they have to realize they bear some responsibility if this elevates to violence.”

He’s trying to paint outrage at the Kavanaugh appointment as immoral. He’s trying to limit the conversation while shifting it away from the Republicans’ own actions.

Though I do not see this happening, I haven't seen much about the rape and death threats against Kavanaughs wife and daughters before the vote (His daughters are aged 10 and 13). This whole thing seems to have been about smearing and intimidating him and those who would vote for him to get him to drop out, even up to threatening his wife and children.

I hope not. Let's be clear, that anyone who is even toying with this sort of idea is a terrorist and a significant threat that can undermine our entire process. Regardless of what party they represent and who they are after, all measures should be taken to stop such efforts. Kavanaugh went through due process, via the right of the president, and was confirmed (even though I don't like the guy). If an investigation continues and we learn more later, we can impeach. That is the proper procedure and it needs to be protected.

Words are important.
They're even more important when said by important people.

Without credible evidence, Rand Paul's words here are little more than fear-mongering nonsense.
Even if those words express his true opinion, they have no good reason to come out of his mouth other than to stoke the partisan fires of hysteria.

He's just continuing to expand the President's silly rhetoric about Democrats being crazy and violent, which in turn might get a few more Red votes in November. I think we have to do a better job at recognizing Political Theater.
