I was reading somewhere or heard it somewhere but I think it was that China was having a problem due to the ratio of men to women due to China's one child policy a few years back.

The problem is with preference towards male offspring as a cultural misogyny, and the legality of sex-selective abortion in China. Something that's not legal in many places, including here.

Sorry, 'here' is currently in Arizona. Arizona and Oklahoma banned sex-selective abortions. There's some other states who have been trying for this law too, but I don't know how successful they were or where in the legislative action they're currently at. Seems like window dressing.
- Easy to circumvent any requirement to divulge a prohibited reason for an abortion.
- Wouldn't stand up to constitutional scrutiny.

I know it's not popular and I know it offends people. But coming from a conservative I would think the notion that people having more kids than they, we and the earth can support isn't something that should be supported.

Of course there is no good way to actually do this ethically. But as a thought experiment, he isn't really wrong.

Depends on how you read what he said
During a panel discussion, the 61-year-old Cornell grad asked: “Should we have policies that penalize people for having extra kids in the developed world?”

Travis Rieder, a bioethicist at Johns Hopkins University, said he believed it was a good idea.

“I do think that we should at least consider it,” he told Nye.
“Well, ‘at least consider it’ is like ‘Do it,'” Nye said.
One could construe the highlighted statements of Nye as in favor of penalties.
