Did you know that Putin asked to join NATO (ca. 5 times)?I wonder what agreements they were refusing to cooperate with. All NATO members have to meet certain requirements and agree to certain stipulations.
If they refuse, so is their membership. The peace is maintained by all participants abiding by similar agreements and arrangements.

They could always kick him out for bad behaviour if he went back on his promises in the future.
