I can't be happy about more excuses to rape our mother, no. But the U.S. being a global leader in perpetuating the sixth mass extinction and global devastation of ecosystems and biodiversity is pretty par for the course.
Are you ready to stop using these devices?

Rare-earth elements (REEs) are used as components in high technology devices, including smart phones, digital cameras, computer hard disks, fluorescent and light-emitting-diode (LED) lights, flat screen televisions, computer monitors, and electronic displays. Large quantities of some REEs are used in clean energy and defense technologies." How do we use rare earth elements?

Yes. I was ready at least a decade or two ago. If it was all realistic for me to do so - and very tragically it isn't short of killing myself - I would love to do so. Instead I am trapped in a wendigo culture that is destroying itself with unsustainable technology that doesn't actually do anything we need in our lives. It'll all collapse on itself eventually - because it can't not. Wendigo culture never, ever knows when to say it has enough and as a consequence devours itself along with everything else around it. The discovery of more things to rape out of the earth makes that even worse, not better. But I digress, I suppose. For me this is news to mourn, not celebrate.

The alternative is to let planet raping continue,
but by China, with consequent vulnerability
to it by USA.

Yup, and we at least sort of take our environmental regulations seriously, so it's probably at least a little bit better for the environment if it's done here.

Not to mention sparing the burning of however many thousands of tons of fuel oil involved in transport each year.

Yes, and disputed territories like Taiwan would become less strategically important, which could help avert an all-out war. War, especially nuclear, being generally bad for the environment too.
