My reaction depends on what the government is being rebuked' for , how it's phrased - and to some extent who is saying it.
When someone 'rebukes' the State of Israel for 'not letting non-Jews become citizens, I usually ask how they feel about KSA doing that. Now 'tis true that nothing bad one group does exonerates another - but if the person denies the reality of KSA's actions, or 'justifies' it, then I know they're willfully ignorant (which is usually the case with casual anti-Semitism). I've had people tell me that 'Goyim aren't allowed to become Jews' - which the Book of Ruth tells us has to be a lie! - and all kinds of other idiocy.
When someone cries over every Palestinian death that can possibly be blamed on 'Israel' *while refusing to acknowledge the horrible treatment of Palestinians by their 'brother' Arabs in Syria, etc* - then they are displaying anti-Semitism whether it was intentional or not. And to be clear about that: I don't sit back waiting for them to mention the abusive relationship between the people in those 'camps' and the 'host' nation. I link to an article or two from some reputable source and ASK the person 'What about this?' After all, if they care about how the Palestinians are treated, they SHOULD care about how *everyone* treats them.
When someone responds to a link from the Israeli government, say on the demographics of the Israeli population, with 'I'm not going to read that disgusting propaganda' - I see that I'm talking to a wall and go talk to a human instead.
I voted 'No' because it is not my INITIAL thought.
We are ALL bigoted about something to some degree: no human is perfect. It's the people who claim their attitude is *not* bigotry who are the real problem. And every time, they try to 'justify' their Jew-murdering hate (let's call it what it is!) by making exaggerated, distorted, or completely fictional claims of wrong actions by Jews.
