Government is considered as being one of the "five basic institutions" that all societies have and have had. Decisions must be made, like infrastructure, war, courts, etc. Government is not some sort of boogey man, as they can benevolent or tyrannical or something in between. What I say is not really anarchy, it is only rejecting the government structure, the idea that some people should have right to rule over everyone else. I think it would be a true democracy, when people would be free to make all own life decisions, without some government deciding for everyone else. And I think that was what was in the beginning, before people demanded a king to rule them.
Jesus set up his own government in the early Church, and the Apostles followed suit, largely because decisions have to be made, and you see a lot of that process in Acts. Thus, to negate this is to virtually ignore what Jesus and the Apostles said and did on this. The Church clearly was not meant to be some sort of theological free-for-all where everyone does there own thing. Nor can any organization or society do this as the end result would be chaos, almost always replaced by authoritarian governments.
