God's ultimate reality is unknown to fallible humanity, and no the question of God;s Will cannot be determined from the human perspective.

the universe (one word) is the effect
God is the Cause

THAT is a lot of will

and that God would be the FIRST in mind and heart
there was no one to restrain Him
