Does religion dictate morality...another perspective?

Sure. If we can get sociopaths and psychopaths to believe in God and follow the Ten Commandments and the Golden Rule it's better for the rest of us.

More important that we can die without shame or disappointment in ourselves.

Even if only for the sake of those around us when we die.

Dying well is a gift you can give. I think those about to pass are well aware of the significance of ... backbone. Let’s call it that. Then we know what we mean.

According to the biblical scriptures that is because God, the Creator, has written His laws on the conscience of every person, wherever they are, whatever their culture or country.

No reason to ascribe any particular credence to ancient stories. Morality can be had without a god to dictate it. In fact, if you are simply being moral because of fear or expectations of reward from an invisible being, you aren't actually moral.
