Cop humor (or is it humour?), ya gotta love it.

I think it's a british-english vs. american-english thing; brits spell "colour" with the U, where as americans spell "color" without the U.

The guy who didn't clear his whole windshield isn't so bad.
At least he could see the part of the road he was using.

One wintry day a couple decades ago, Mrs Revolt was driving to work down McKinley St.
Heading towards her (in her lane) was a car with a windshield completely covered in ice.
She pulled over to the curb & parked so he wouldn't hit her.
Didn't work.
After the collision, he explained that he didn't have time to clean his windshield.
Fortunately, he had plenty of time to wait for the cops.

Note: A "windshield" is what you'd call a "windscreen".
