I got this email from a friend. I rolled my eyes at some parts and smiled at others. What are your thoughts?

WOULDN'T IT BE GREAT TO TURN ON THE TV AND HEAR ANY U.S. PRESIDENT, DEMOCRAT OR REPUBLICAN, GIVE THE FOLLOWING SPEECH?

My Fellow Americans: As you all know, the defeat of Iraq regime has been completed.

Since congress does not want to spend any more money on this war, our mission in Iraq is complete.

This morning I gave the order for a complete removal of all American forces from Iraq. This action will be complete within 30 days. It is now time to begin the reckoning.

Before me I have two lists.. One list contains the names of countries which have stood by our side during the Iraq War. This list is short. The United Kingdom, Spain, Bulgaria, Australia, and Poland are some of the countries listed there.

The other list contains everyone not on the first list. Most of the world's nations are on that list. My Press Secretary will be distributing copies of both lists later this evening.

Let me start by saying that effective immediately, foreign aid to those nations on List 2 ceases immediately and indefinitely. The money saved during the first year alone will pretty much pay for the costs of the Iraqi War.

The American people are no longer going to pour money into third world Hell-holes and watch those government leaders grow fat on corruption.

Need help with a famine? Wrestling with an epidemic? Call France!

In the future, together with Congress, I will work to redirect this money toward solving the vexing social problems we still have at home. On that note, a word to terrorist organizations. Screw with us and we will hunt you down and eliminate you and all your friends from the face of the earth.

Thirsting for a gutsy country to terrorize? Try France, or maybe China!

I am ordering the immediate severing of diplomatic relations with France, Germany, and Russia. Thanks for all your help, comrades. We are retiring from NATO as well. Bon chance, mes amis.

I have instructed the Mayor of New York City to begin towing the many UN diplomatic vehicles located in Manhattan with more than two unpaid parking tickets to sites where those vehicles will be stripped, shredded and crushed. I don't care about whatever treaty pertains to this. You creeps have tens of thousands of unpaid tickets. Pay those tickets tomorrow or watch your precious Benzes, Beamers and limos be turned over to some of the finest chop shops in the world. I love New York!

A special note to our neighbors; Canada is on List 2. Since we are likely to be seeing a lot more of each other, you folks might want to try not ******* us off for a change.

Mexico is also on List 2. President Fox and his entire corrupt government really need an attitude adjustment. I will have a couple extra tank and infantry divisions sitting around. Guess where I am going to put em? Yep, border security. So start doing something with your oil.

Oh, by the way, the United States is abrogating the NAFTA treaty - starting now.

We are tired of the one-way highway. Immediately, we'll be drilling for oil in Alaska, which will take care of this country's oil needs for decades to come. If you're an environmentalist who opposes this decision, I refer you to List 2 above: pick a country and move there. They care.

It is time for America to focus on its own welfare and its own citizens. Some will accuse us of isolationism. I answer them by saying, "darn tootin."

Nearly a century of trying to help folks live a decent life around the world has only earned us the undying enmity of just about everyone on the planet. It is time to eliminate hunger in America . It is time to eliminate homelessness in America . It is time to eliminate World Cup Soccer from America .

To the nations on List 1, a final thought: Thanks guys. We owe you and we won't forget. To the nations on List 2, a final thought: You might want to learn to speak Arabic.

God blessAmerica. Thank you and good night.

If you can read this, thank a teacher. If you are reading it in English, thank a soldier.

I don't hold the belief that if you're not with us you're against us. I believe all nations should use their brain, we may not necessarily be right. But on the other hand, I know we're a damn generous country. Americans out donate, by far, than any other nation...sometimes I think we help too much.

Most of the world eventually supported us in going into Afghanistan, but not Iraq. I think they might have seen something that we didn't.

Having said that, our total foreign aide doesn't amount to beans compared to what we spend on Iraq. There's no way we could pay for Iraq by cutting off foreign aide.

Yeah I caught that too. You can tell it was written by a schmuck...but there were certain parts that I did agree with. Especially the El Presidente Fox bit.

I don't believe in helping someone if they don't help themselves.

If we cut off foreign aid, it will only hurt us. We don't give foreign aid because of altruism. We do it because it gives us diplomatic credit that we can exploit. The credit only goes so far, but it is better than nothing.

By the way, it occurs to me that a good chunk of our foreign aid goes to line the pockets of the American providers... the bearucracy needed to get all that crap into foreign lands.

Well... It does say that in that "speech" that we would be pulling out of Iraq...

What an incredibly black and white narrow view of foreign policy.

I taught myself to read. Five languages. I'll thank myself.

Not to mention misunderstood. It appears this person doesn't even realize that the purpose of foreign aid is not to be nice, but to benefit the United States, and that foreign aid comprises less than one percent of the federal budget. The isolationism this person appears to advocate would actually be harmful for the United States to pursue, especially with the global free-market.

Don't say we didn't warn you. :D If the largest, simultaneous gatherings in the history of our species (worldwide pre-war, anti-war protests) couldn't get the message across, well...

Compared to what America spends on its military, it's nothing at all - but it's still a lot in relative terms. I'm sure it's more than my country makes in total.

From an article I found originally published by the Boston Globe: -

The perception that America is the most generous country in the world is one held by a majority of Americans, according to a 2001 poll by the Program on International Policy Attitudes based at the University of Maryland. The think tank, which studies public attitudes toward various international topics, found that the average American believes that the United States spends 24 percent of its budget on assistance to developing nations, more than 20 times the actual figure. Even when researchers told those being questioned that foreign aid does not include military assistance to other countries, the average response was that the United States spends 23 percent of its budget on foreign aid.

While the United States gives the most foreign development aid in terms of dollars, it ranks lowest among wealthy countries in terms of official development assistance as a percentage of gross national income.

Well, I think America is a generous nation as well. So generous in fact that I have edited the speech to better reflect what would be the words of the leader of a truly generous nation.

Generosity results from a humble heart that is not vengeful as the speech in the OP appears to be.

As a nation on list 2, I would be fascinated to see what would happen. I suspect the US would soon be in the soup, as it were.

As a PoliSci majour, I think some people would do well to sit through just a Political Science 101 class. Meh.

Don't just look at Government assistance to foreign nations, also look at individual [private] donations to charity that get funneled into various foreign aids.

To be honest, I don't think this letter was written with a sincere heart. I think it was almost a way for some diehard conservative to "vent". I don't think anyone in their right mind would actually go through with the plans outlined in the letter.
