I am not familiar with said campaign, but if they said Turkey would join without filling criteria they were wrong.Oh, the EU wanted Turkey to join the EU, talks had taken place.
BUT not at any cost and Turkey had to meet certain criteria, IIRC things like Human Rights and Freedom of Press. Turkey was a long way from meeting those criteria and is a lot further away now, at the time of the Referendum they were heading in the wrong direction but the Brexit Press never said that and used it as another scare tactic.

They still receive money from EU to fulfill the criteria to join EU. Though some in EU are wondering if the money is being spent for that purpose, what with Turkey calling Merkel same as the Nazis.
