Re-opening the government is up the Congress, not the POTUS. If border security gets funded as how most border patrol agents and law enforcement officials would like with extended border security fencing in order to prevent illegal immigrants from trespassing uncontested between legal ports of entry, and then surely the government can once again function at full operational status.
Either has the power to do it essentially unilaterally, ie, capitulate.
And they both have the power to compromise.

Just remember to make it last, February's amount is being funded early and will need to last till the end of February. Hopefully the shutdown ends before March, or it may need to last even longer.

Fortunately, overall issuance of food stamps has significantly diminished with record levels of employment or less poverty due to President Trump's economic policies of deregulation and corporate tax relief that has significantly grown the economy as well as wages. Economic growth was slow under Obama-era policies of unnecessary business regulations and excessive taxation on corporations; this caused far more Americans to be on food stamps when Obama was president than now with Donald J. Trump as our highly benevolent leader.

That worries me. Many of those that use food stamps are not the most responsible people in the world. They are apt to look at this as an unasked for bonus and spend it while they have it. When they find out that they already burnt through February's food stamps they will not be happy campers.

I knew somebody who used up only half of his food stamps and sold the other half for cash. Maybe, now nobody will be able to cash-out any unused food stamps.

Of course, I'm open to discussion about right-wing ideas and principles; so then, that shouldn't be considered "proselytizing."

Food stamps are always on the market. The going rate where I live is a 50% discount. Drug addicts tend to be on food stamps and will sell them quite often. Right now there is probably a temporary glut with those offering to sell them outnumbering those willing to buy them.

This food-stamp seller was a drug addict and dealer. I presume he was a small-time dealer, so selling drugs wasn't a lucrative enough enterprise for him; hence, he had to also sell food stamps..

A lot of users are also dealers. Dealing has a significant risk of a prison sentence. So safer to sell food stamps.
